On 06/30/2025 I, Deputy Heptinstall, responded Code 1 (Non-Emergency) to 105 2nd St inside of the Coosawattee River Resort in reference to a Theft report.

Upon arrival I met with [VICTIM #1] (Complaintant) who informed me that she had hired Dewayne Bridges to perform some work on her property to build a Roof over her Camper, a Porch with a wrap around Deck, a Shed and a Fence. Dewayne required 50% of the $37,200.00 payment up front and [VICTIM #1] gave him a Check for $18,600.00.

Dewayne Cashed the check at the Bank of OZK (829 Industrial Blvd, Ellijay, Ga) on 03/20/2025. Dewayne was supposed to begin working as soon as he received the down payment, but only dropped off a small amount of Lumber and filled a couple of holes with cement.

Dewayne sent [VICTIM #1] a text message from his Cell Phone [REDACTED] requesting $4,000.00 on April 4th due to him coming up short on supplies that would be needed for the project and [VICTIM #1] denied him the amount. Dewayne requested more money from [VICTIM #1] on April 9th, 2025 and informed her that him and his Wife were just going through a hard time and she gave him an extra $2,000.00 to go towards her renovations to the property.

After speaking with [VICTIM #1] I contacted Dewayne via telephone, in regards to the work he was supposed to be doing for her. Dewayne informed me that he was just waiting for the Building Permit Misc-3206 to be approved and that he would start whenever it was signed.

While speaking to Dewayne, I had a copy of the building permit MISC-3206 in hand that had been signed and approved on 05/08/2025. Dewayne kept insisting that it wasn’t signed yet and quickly fell silent when I informed him that I had a copy of that signed and approved permit in hand that had his name listed as being the Contractor for that specific job. Dewayne informed me that he would be headed out there to start on it as soon as possible.

After I was done speaking to Dewayne I informed him that I would be turning the case over to CID (Criminal Investigative Division) and that it looked like he had just taken her money and used it in a wrong way considering it was 06/30/2025 and he was paid half up front in March and there was still no changes to the property to reflect that any progress had been made.
