On Wednesday, 6/3/26, at approximately 906 am, I, DFC S. Weaver 528, was dispatched to call a complainant in reference to a Temporary Protective Order (TPO) that was violated. I activated my body camera and called [VICTIM #1].

[VICTIM #1] stated that he had a TPO against Tori Watkins and she violated it on June 1, 2026 at approximately 2207 pm when she created a Facebook account under her grandmother’s name. The name of the account that contacted [VICTIM #1] was [REDACTED], and Tori’s grandmother’s name is [WITNESS #1]. I had [VICTIM #1] send me screen shots of the correspondence with “[REDACTED]”, and I have sent them to [REDACTED]. One of the messages explained that she was not wanting to put her life in danger by going to prison and “just wanted to tell you how much you truly did affect my life and how much I truly love you. I’m sorry for everything”.

I had dispatch fax me a copy of the protective order. The order is a “Stalking Twelve Month Protective Order”, 2026CV263 that took effect 5/19/26 and expires 5/19/27. Number 5 in the order conditions states “the subject (Tori, aka “[REDACTED]” in this incident) is restrained from making any communication with the protected person, including but not limited to, personal, written, or telephone contact, or their employers, employees or fellow workers, or others with who the communication would be likely to cause annoyance or alarm the victim”.

I applied for warrants for Tori’s arrest charging her with OCGA 16-5-91 Felony, Aggravated Stalking (family violence), warrant #26-325FW. At approximately 1507 pm, myself, Cpl. Carver 529, and DFC Starland 533 went to Tori’s residence, [300 BLOCK] Penland St Apt [REDACTED]. I contacted Tori and her grandmother, [WITNESS #1]. [WITNESS #1] stated that it was not Tori talking to [VICTIM #1] on Facebook, that it was [WITNESS #1] talking to [VICTIM #1] on Tinder (a dating application). [WITNESS #1] stated that Tori would not talk to [VICTIM #1] because she is aware of the consequences if she does.

I asked [WITNESS #1] what name she would be using on Tinder, and it was not the name “[REDACTED]” that was used on the correspondence that [VICTIM #1] had sent me; and the correspondence was not on Tinder, it was on Facebook. I placed Tori under arrest, handcuffed her behind her back, checked for proper fit and double locked. Tori was searched incident to arrest.

Tori is a double heart transplant patient from when she was 1 and 6 years old, and a diabetic. I had [WITNESS #1] give me all the medication that is prescribed to Tori that she needs to take both day and night. [WITNESS #1] also gave me a list of the medication that Tori takes, and I assured [WITNESS #1] that I would speak to Captain Williams and Medical staff at the jail and understood how important it was that Tori received her medication.

I secured Tori with the seatbelt in the rear passenger side of my vehicle, unit 622, and activated my in-car cameras. I transported Tori to the Gilmer County Adult Detention Center without incident. While at the Gilmer County Adult Detention Center, I met with Captain Williams and one of the nurses and gave them Tori’s medication and the list of medication and explained the medical conditions and concerns that [WITNESS #1] had and importance of her receiving her medication.

After leaving the Gilmer County Adult Detention Center, I spoke to [VICTIM #1] and told him that Tori was in custody. I sent [VICTIM #1] a picture of the victim notification form and mailed him his copy. [VICTIM #1] also has the case number.
