On 09/13/2026 I responded to a hit and run in Glynn County.
On 09/14/2026 at approximately 3:13 p.m. I Ofc. K. Miller was dispatched to the area of Canal Crossing shopping center in reference to a hit and run traffic accident. The initial call was received at approximately 3:03 p.m.
Upon arrival, I made contact with the victim, [VICTIM #1], who stated he was the driver of the vehicle that had been struck. The victim advised he was turning left at a stop sign/stop bar when his vehicle was struck. He stated that as he began his turn, his passenger (his girlfriend) told him to speed up, and as he accelerated, a black Dodge Charger/SUV-type vehicle collided with his vehicle. The victim advised the striking vehicle then fled the scene without stopping to exchange information. He stated that a female bystander provided him a photograph of the striking vehicle and its license plate; however, that female had left the scene prior to my arrival. The victim provided the tag as [REDACTED].
The victim advised he had a dash camera running in his vehicle and possibly had video of the incident. I advised the victim I would send him a link where he could upload any video he located. The victim’s vehicle, Kio Rio Ga Tag [REDACTED], sustained damage to the right rear side of the vehicle. The victim stated the striking vehicle would likely have front-end damage to its left/passenger side based on the point of impact. I checked the area for surveillance cameras and observed one camera in the vicinity, but noted that foliage and a tree would likely obstruct any usable view of the incident.
Through investigation and the use of Flock cameras, the striking vehicle, Dodge Journey, and its driver were located. A traffic stop was conducted near the intersection of Stafford Ave and Altama Ave. I made contact with the suspect, Andrew Creamer. I asked the suspect about the accident. The suspect stated he was traveling through the intersection when the collision occurred. He stated that as he was making a left turn, the other vehicle was “already zipped across” and that he continued on after the impact. When asked why he did not stop, turn around, or check to see if the other vehicle stopped, the suspect stated he assumed it was a minor “bump” and that the other party would not want to deal with insurance. He stated he assumed there was “no harm, no foul” and continued on.
The suspect advised that after leaving the scene, he traveled to his workplace. He stated he is a network administrator and drove by his main office on Gateway and his admin office on Scranton Connector (207 Scranton Connector) and then went to check on his girlfriend’s residence regarding a delivery of a new oven. He stated he also performs delivery work for Amazon and does Uber and DoorDash on the side. The suspect stated he did not stop to inspect the damage until later, at which point he believed there was only minor damage to his vehicle.
I advised the suspect that he had caved in the side of the victim’s vehicle upon impact and that he had a duty as a driver to stop and provide the opportunity to exchange information. The suspect apologized and acknowledged he should have stopped. I placed the suspect under arrest for hit and run. The suspect advised he had prescription medication, specifically [REDACTED BY AGENCY]. I read the suspect his Miranda rights. When asked if he understood each of these rights, the suspect responded affirmatively. When asked if he wished to speak with us, the suspect indicated he was willing to continue speaking.
The suspect stated he had prescriptions for both the [REDACTED BY AGENCY] on file at Golden Isles Pharmacy and did not carry the full bottles with him. He stated he took his [REDACTED BY AGENCY] dose earlier that morning, advising he took half of an [REDACTED BY AGENCY]. The suspects vape torch device were placed in his vehicle so they would not be discarded with the driver’s permission.
I inquired about the dash camera for the suspect had referenced it during the interaction. The suspect stated the camera was a “Red Tiger” brand front-and-rear camera and that footage could be accessed via Wi-Fi through his phone. The suspect consent was able to access the dash camera footage while on the scene. The footage depicted the collision. The suspect made statements including that he did not see the victim’s vehicle fully, did not make a complete stop, and acknowledged “we both were in the wrong.” Discussion at the scene noted that the suspect had a stop sign at his approach while the victim had a stop bar.
The recorded video was exported and provided/uploaded as evidence to Evidence.com The suspect’s vehicle was left at the scene with the drivers consent at [5800 BLOCK] Altama Ave; Morning Tide Apartment. The suspect gave permission to move his vehicle into the parking lot. The suspect attempted to contact family/close friend to arrange for the vehicle to be picked up.
Prior to booking, the suspect was transported to Southeast Georgia Health System for a jail medical clearance. The suspect was medically cleared photographs were taken and uploaded to Evidence.com documenting the jail clearance. The suspect was issued a citation for hit and run. The suspect signed the citation, acknowledging receipt. The suspect was provided the case number and advised he could obtain a copy of the completed traffic accident report at the Glynn County Police Department, located. Keys to his vehicle were placed with his property for release upon posting bond.
ABIS was photographed and uploaded to Evidence.com.
