On Thursday at approximately 2:00 PM myself and Lt. Floyd #202 responded to the Glynn County Health Department (2747 4th Street) in reference to a Sex Offense that had been occurring at [REDACTED BY AGENCY] Brunswick GA.

Upon arrival, I spoke with [REDACTED]. [REDACTED] told me that he was a family friend to the complainant, [WITNESS #1]. [WITNESS #1] wanted to report that she had discovered her 15 year old daughter [REDACTED BY AGENCY] was carrying on a sexual relationship with her 38 year old husband.

I asked [WITNESS #1], using a Voiance translator, if it was all right if we first spoke to [REDACTED BY AGENCY] by herself. [WITNESS #1] and [REDACTED BY AGENCY] agreed. [REDACTED BY AGENCY] began her interview by saying that she wanted to be in a sexual relationship with Arturo. [REDACTED BY AGENCY] said that Arturo had started touching her when she was 10 years old. [REDACTED].

[REDACTED BY AGENCY] said she did not remember the first time she had sex with Arturo because she had blocked it out. [REDACTED BY AGENCY] said that it had happened at her house at [REDACTED BY AGENCY]. The last time [REDACTED BY AGENCY] had sex with Arturo was recently. [REDACTED BY AGENCY] said they were here today because [WITNESS #1] thought that Arturo was abusing [REDACTED BY AGENCY]. [WITNESS #1] had found messages between her husband and daughter early this morning that led her to believe the two were in a relationship.

I next spoke with [REDACTED BY AGENCY] and [WITNESS #1] together using a Voiance translator. [WITNESS #1] said approximately a week ago she had begun to suspect that something was going on between Arturo and [REDACTED BY AGENCY] because [REDACTED BY AGENCY] was behaving strangely toward Arturo. [WITNESS #1] said 3 weeks ago [REDACTED BY AGENCY] had used strange words toward Arturo. [WITNESS #1] said this morning she had discovered messages between the two where Arturo was acting jealous about [REDACTED BY AGENCY] had told Arturo that he was the only one she had been with.

[REDACTED BY AGENCY] told me Arturo started touching her inappropriately around 2020, when she was about 6 years old. [REDACTED BY AGENCY] said Arturo started by touching her on her torso, around her breasts. [REDACTED BY AGENCY] said that he touched her regularly when her mother was gone, and she would occasionally tell him she didn’t like it. [REDACTED BY AGENCY] said she did not tell him not to more often because he would get offended and guilt her when she did so.

Around 2024 Arturo began touching [REDACTED BY AGENCY] on her buttocks with no underwear. [REDACTED BY AGENCY] again told him not to and he ignored her. Around 2025 Arturo began touching [REDACTED BY AGENCY] on her pelvic area. On at least one occasion [REDACTED BY AGENCY] told Arturo that she didn’t like when he touched her private parts, and he told her it was fine and he was only touching her stomach. [REDACTED BY AGENCY] said the last time he had touched her was about 2 days ago.

I alerted other officers of Arturo’s information and his vehicle description in order to detain him for questioning. At this time the Criminal Investigations Division had been notified and myself and Lt. Floyd escorted all parties to Safe Harbor.

The case was then turned over to CID.
