I was dispatched to 150 Altama Connector;(WALMART) about a Sex Offense on the above date and time. Before arrival, I was advised by dispatch the victim had left Walmart and went home to [REDACTED].

I met the victim/complainant, [VICTIM #1] at her residence. [VICTIM #1] stated she was putting her bags in her vehicle in the parking lot of Walmart when she saw a black male standing by a white Ford Expedition. [VICTIM #1] stated the black male was wearin a black shirt with white on the chest area and black on the bottom. [VICTIM #1] stated he had his pe*is out of his pants and was showing it to her.

When she realized what she was seeing, she started to call out for help. [VICTIM #1]. Then she saw a Hispanic male standing in front of Walmart on the phone.[VICTIM #1] began to walk to him for help. When she looked back at the black male, she noticed he was following her for about 10 feet. Once the black male noticed where she was going, he turned around and went to his vehicle.

I told [VICTIM #1] that I would go to Walmart and see if I could get a clear picture of him and his tag on the vehicle from surveillance video. I gave my card with the case number and explained when she could get a copy of the report.

Once at Walmart, I went to the office to watch the video of [VICTIM #1] had a receipt from [VICTIM #1] when she checked out, and the loss prevention associate was able to use the time from the receiptis to locate her on the surveillance video.

We observed [VICTIM #1] walk out to her vehicle in the parking lot. That is when we found the black male and his vehicle. Then we followed the vehicle until we could get the vehicle tag, which was a Georgia display of RJP2859. I then watched the video from the vehicle coming in the parking lot and the vehicle leaving the parking lot. While watching this video, I observed the vehicle go around the whole parking lot doing whatever he was doing in front of [REDACTED].

I observed the suspected sit in his vehicle for a while and then get out and stand by the door. Then his hands went down by his groin area doing something. I was unable to see exactly what it was he was doing. Then the suspect moved to the rear of the vehicle and stood there. Then the suspect put his hands near his groin area again and appeared to stand there as females walking by. The suspect did this a couple of times in different areas of the Walmart parking lot before doing the same this to [VICTIM #1].

I received a copy of the surveillance video file on compact disc from the loss prevention associate. The compact disc was submitted to the Glynn County Police Department Property room as evidence under property #21-07054.
