On 02/27/2026 at 6:49 p.m. I was dispatched to 150 Altama Connector, Walmart, in reference to a problem person.
While in route dispatch advised that [VICTIM #1] with Dependable Towing called and reported that a male was becoming very irate with him because he could not pay his tow bill. Officer Parke #147 and Officer Melton #126 said this could be the mental subject, Jason Borrego, they had previously dealt with on the below listed incidents:

This incident would make the third time someone has had to report Borrego to the police due to his actions and demeanor in under two hours. I have linked the above listed incidents to this incident. Officer Parke and Officer Melton also advised that Borrego is potentially violent due to his paranoid state and to be cautious while interacting with him.
Upon arriving on scene I noticed Borrego’s white Ford Transit van [REDACTED] on the back of a Dependable Towing truck. [VICTIM #1] said Officer Parke requested a rotational wrecker for Borrego’s van at Borrego’s request. [VICTIM #1] said Officer Parke informed Borrego that there would still be a fee to be paid to Dependable Towing. [VICTIM #1] said Borrego requested the van be transported to Walmart so he could get a new tire.
[VICTIM #1] said when he arrived he asked Borrego to pay his tow fee before he released the van. [VICTIM #1] said Borrego became very irate that he had to pay the fee. [VICTIM #1] said Borrego told him he had no money. [VICTIM #1] said he told Borrego that he would have to take the van to his lot until Borrego could pay the fee.
[VICTIM #1] said Borrego became even more irate and began yelling at him in an aggressive manner to provoke a physical altercation. [VICTIM #1] said Borrego had his fists clenched during the interaction, took a bladed fighting stance several times and rapidly approached him in an aggressive manner several times while Borrego was yelling at him. [VICTIM #1] felt Borrego was preparing to physically assault him.
[VICTIM #1] said Borrego’s yelling and aggressive actions made him fear for his safety and his property. [VICTIM #1] said due to Borrego being irate, making advancements toward him in an aggressive nature as if he wanted to physically attack him and his unpredictable nature he called the police for his safety. [VICTIM #1] said when Borrego saw him calling the police he walked inside.
At this time I spotted Borrego walking out of Walmart. I identified myself as a police officer and told Borrego to stop walking. I had to grab Borrego so he would stop walking. I placed Borrego in handcuffs and double locked the handcuffs due to his violent and unpredictable nature described by [VICTIM #1], Officer Parke and Officer Melton. I initially informed Borrego he was being detained.
I asked Borrego what had happening. Borrego was upset he did not have money and he had to pay a tow fee to Dependable Towing. I asked Borrego if he had cash or cards. Borrego said no because his identity was stolen and he believed people were following him. Borrego showed several other indicators of paranoia, believing people were out to get him. I asked Borrego if he had any friends or family nearby that could either pay the tow fee or transport him home? Borrego said no.
Due to Borrego’s violent and aggressive actions, receiving multiple 911 calls in less than two hours and placing [VICTIM #1] in reasonable fear for his safety, I found probable cause to arrest Borrego for Disorderly Conduct. I searched Borrego for weapons and contraband, none were located.
I placed Borrego in the back seat of my patrol vehicle and into a seatbelt. I transported Borrego to the Glynn County Detention Center. I completed the ABIS and released Borrego to jail staff custody. I searched the back seat of my patrol vehicle for weapons and contraband before and after transport, none were located.
I will be drafting an arrest warrant against Borrego for this incident on the below listed offense.
