Officer’s Narrative:

On 03/07/2026 at approximately 6:53 p.m. I was dispatched to 150 Altama Connector, Walmart, in reference to a domestic dispute.

Upon my arrival I spotted the offender, Jason Carter, in the parking lot in front of Walmart. Carter was irate and animated swinging his arms and pacing the area. Carter was yelling profanities at his girlfriend/child’s mother, [VICTIM #1]. [VICTIM #1] was with her mother, [VICTIM #2], and was holding her 1 year old daughter, [REDACTED BY AGENCY].

As I exited my patrol vehicle I separated Carter and attempted to calm him down to deescalate the situation. Carter completely ignored my attempts to have him calm down. I told Carter that if he continued to use profane and violent language in public in front of children in the surrounding area he will be placed under arrest for disorderly conduct. Carter again ignored my lawful commands and continued to use profane language toward [VICTIM #1] and [VICTIM #2] in an attempt to provoke further altercation. Carter’s actions were witnessed by juveniles in the parking lot.

At this time myself and Officer Henley informed and arrested Carter for disorderly conduct. Officer Henley placed Carter into handcuffs and double locked the handcuffs while I held Carter in place. I searched Carter for weapons and contraband, none were located. As I finished searching Carter he dropped his weight and lunged into my stomach/torso area with his shoulder and shouted “Y’all are going to have to fu*king kill me!”. Carter fell to the ground and immediately began rolling and kicking his legs toward officers to resist arrest. Officer Parke #147, Lt. Jones #149 and Officer Henley were able to hold Carter in place while I retrieved a department approved leg restraint device commonly refereed to as a “hobble”. This leg restraint is utilized to restrain kicking offenders from injuring themselves, officers on scene and prevent damage to windows while in the back seat of a patrol vehicle.

As I placed Carter’s legs inside of the leg restraint the rope portion twisted and hindered me from cinching it down to the intended uses. I began manipulating the rope to fix the restraint. As I was fixing the restraint Carter had another outburst, raised his legs and kicked me in the chest. I suffered no visible injuries from said kick and did not require medical attention. I was eventually able to apply the leg restraints. Officers carried Carter to my patrol vehicle. Carter was placed into the back seat of my patrol vehicle. As Carter was inside my patrol vehicle he continued to bang his head on the partition and glass. Nothing was damaged during Carter’s actions nor was he injured.

At this time I returned to my initial investigation since Carter was restrained. I asked [VICTIM #2] what had occurred? [VICTIM #2] said her, [VICTIM #1] and Carter had just finished celebrating [REDACTED BY AGENCY] first birthday. [VICTIM #2] said she was on the way home from the birthday party in her gray in color Chevrolet Trax. [VICTIM #2] said for no apparent reason Carter became irate with her and [VICTIM #1], claiming they were “gaslighting” him because he rolled a window down.

[VICTIM #2] said the argument began to escalate so they pulled over in the Walmart parking lot. [VICTIM #2] said both her and [VICTIM #1] exited the vehicle. [VICTIM #2] said Carter also exited the vehicle and continued arguing. [VICTIM #2] said she called the police due to the argument escalating and the need for mediation. [VICTIM #2] said Carter sat down in the driver seat of the Chevrolet and she thought he was going to drive away in the vehicle.

[VICTIM #2] said Carter initially looked like he was driving away but turned and attempted to strike her and [VICTIM #1] with the vehicle. [VICTIM #2] said [VICTIM #1] was carrying [REDACTED BY AGENCY] when this occurred. [VICTIM #2] said her and [VICTIM #1] had to run out of the way of the vehicle and Carter narrowly missed them. [VICTIM #2] said they had to retreat to a nearby pickup truck for cover.

[VICTIM #2] said she climbed atop the pickup while [VICTIM #1] and [REDACTED BY AGENCY] stood close. [VICTIM #2] said while they were taking cover by the truck Carter looped the parking lot several times waiting to strike them. [VICTIM #2] said they were able to move to the sidewalk and this when police arrived.

I spoke with [VICTIM #1] to gather her statement and it further corroborated [VICTIM #2]’s statement. Both [VICTIM #2] and [VICTIM #1] said they were in fear for their lives when Carter attempted to strike them with the Chevrolet. While I was speaking with [VICTIM #2], Officer Parke was interviewing a unbiased third party witness, [WITNESS #1]. [WITNESS #1] also further corroborated [VICTIM #2]’s statement claiming Carter attempted to strike them with the Chevrolet. [WITNESS #1]’s complete statement will be listed in Officer Parke’s narrative and body worn camera footage.

Officer Henley later reviewed Walmart security camera footage that captured this incident. Officer Henley confirmed that Carter tried to strike [VICTIM #2], [VICTIM #1] and [REDACTED BY AGENCY] with the Chevrolet, forcing them to retreat to a nearby pickup truck. Officer Henley’s complete findings will be listed in his narrative and body worn camera footage. Officer Henley sent Walmart an Evidence.com link for the video footage captured. Sgt. Edgy #154 provided [VICTIM #1] and [VICTIM #2] a case card for this incident and a G.C.P.D. Victim’s Bill of Rights.

At this time I informed Carter he was being arrested for the below listed offenses:

Aggravated Assault (FVA) (3 counts) 16-5-21 Felony
Obstruction of LEO w/violence 16-10-24(b) Felony
Disorderly Conduct 16-11-39 Misdemeanor

I transported Carter to the Glynn County Detention Center. I completed the ABIS, SOVI’s and released Carter to jail staff custody. The back seat of my patrol vehicle was searched for weapons and contraband before and after transport, none were located.

I have uploaded all Axon video files and photographs to Evidence. com. I have drafted arrest warrants against Carter in regard to this incident for the below listed offenses.
