I Ofc. Harrell responded to 2000 Block Union Street for a problem person. Upon arrival VICTIM was standing on her porch and Jayveion Holder was next to his car. VICTIM States that Mr. Holder came to the house today to get his wifi box which she states she doesn’t have. She state that during the argument he pulled out one of her dreadlocks, you can clearly see several hair follicles attached.
Mr. Holder states that he came over to get his wifi box, because VICTIM sent a text message that if he didn’t she was going to sell it. When Mr. Holder got to the residence VICTIM states she doesn’t have it. He state they argue and she storms off into the house.
VICTIM had visible signs that her dreadlocks was pulled from her scalp. Mr. Holden was placed under arrest, he was handcuffed double locked and checked for fit. Mr. Holden became resistive while walking him to the car, once at the car we were able to place him against the vehicle to conduct a search incident to an arrest. Mr Holden was placed in the back of a patrol car, we were unable to seatbelt him in for safety due to him being resistive and yelling at officers.
