On Friday at approximately 1800 hours, I responded to Ocean Blvd and Mallery St in reference to a reported domestic disturbance. I responded with emergency lights and sirens activated.

Prior to my arrival, dispatch advised that three third-party callers reported a male subject acting aggressively toward an older female who appeared scared. Callers stated the male was grabbing the female by the shoulders, attempting to fight bystanders who were trying to intervene, and at one point grabbed a bottle as if to strike a woman.

Upon arrival, I was flagged down by bystanders who pointed out the victim, identified as [VICTIM #1], seated in a Subaru Outback stopped in the roadway at Ocean Blvd and Mallery St. A bystander advised that the offender, identified as Jeremy Emlock, had fled behind CJ’s Italian Restaurant.

Officer Whatley (Badge 160) and I conducted a hasty search behind CJ’s Italian Restaurant but were unable to locate Jeremy. We returned to Ocean Blvd and Mallery St to speak with [VICTIM #1].

[VICTIM #1] advised that Jeremy is her son and that he suffers from schizophrenia. She stated Jeremy believes she is doing things to harm him. [VICTIM #1] appeared visibly shaken and her statements were somewhat unclear due to her emotional state. She stated she was attempting to leave the area when Jeremy grabbed her to prevent her from leaving.

[VICTIM #1] contacted Jeremy by phone and spoke with him. Officer Whatley identified himself to Jeremy over the phone and asked his location, at which point Jeremy terminated the call.

I made contact with the manager of CJ’s Italian Restaurant, [REDACTED], who advised that he had seen Jeremy behind the restaurant approximately two minutes earlier. I searched the area again and did not locate Jeremy until I heard Officer Whatley advise over the radio that he had made contact with Jeremy back at the original scene. I returned and observed Officer Whatley speaking with Jeremy.

Jeremy stated he and his mother had been drinking at CJ’s Italian Restaurant and that [VICTIM #1] was “acting crazy.” He claimed she was backing the vehicle into traffic and he was attempting to keep her safe. Jeremy stated bystanders were attempting to start a fight with him and that he was trying to calmly leave. Jeremy was difficult to understand and repeated his account when given an additional opportunity to provide truthful information. I questioned Jeremy as to why, if innocent, he fled the scene and hung up on officers; Jeremy did not provide a clear response.

I observed a security camera directed toward the scene and advised Jeremy I would attempt to obtain footage. Prior to leaving Officer Whatley alone with both the victim and Jeremy, I determined it was necessary to detain Jeremy in handcuffs for scene security based on the totality of the circumstances, including multiple reports of violence, Jeremy’s evasive behavior, prior knowledge of his violent history, and his known mental illness.

I issued Jeremy verbal commands to turn around and place his hands behind his back four times. I then advised Jeremy he was being detained and again issued two commands to place his hands behind his back. While maintaining control of Jeremy’s left arm, I felt his arm stiffen and observed his hands clench into fists. Officer Whatley also observed Jeremy’s noncompliance and moved to assist while issuing additional verbal commands.

Due to Jeremy’s active resistance and escalating behavior, I performed a controlled hip toss, taking Jeremy to the ground. Jeremy was then placed into handcuffs without further incident. Jeremy sustained a minor abrasion to his right elbow. I asked if he was injured and he stated he was not.

I entered CJ’s Italian Restaurant in an attempt to obtain video footage and was advised the cameras only provide live feed and do not record. I spoke with employee [WITNESS #1], who stated Jeremy was acting aggressively toward his mother inside the restaurant.

Several witnesses left the scene prior to officers being able to obtain written statements. However, based on multiple independent 911 callers providing consistent information, on-scene witness statements, and victim statements, I established probable cause to arrest Jeremy Emlock.

While en route to the hospital, Officer Whatley conducted additional interviews. [WITNESS #1] advised she heard Jeremy tell [VICTIM #1] he was going to kill her. Officer Whatley also spoke with an employee at [WITNESS #2] who witnessed Jeremy shove [VICTIM #1] three times.

Charges and Probable Cause

OCGA 16-10-24 – Obstruction of Law Enforcement Officer (Misdemeanor) Probable cause exists due to Jeremy knowingly refusing multiple lawful commands to place his hands behind his back and physically resisting officers during detention.

OCGA 16-11-39 – Disorderly Conduct Probable cause exists based on multiple independent witnesses reporting Jeremy acted in a violent and tumultuous manner toward bystanders and [VICTIM #1], placing others in reasonable fear for their safety.

OCGA 16-11-37(d)(1) – Terroristic Threats (Family Violence Act) Probable cause exists based on an unbiased witness reporting Jeremy threatened to kill [VICTIM #1].

OCGA 16-5-23 – Simple Battery (Family Violence Act) Probable cause exists based on witness statements that Jeremy grabbed [VICTIM #1] by the shoulders, shoved her multiple times, and required bystander intervention to separate them.

Hospital / Jail Transport

Jeremy was transported to the hospital for medical evaluation. Upon entering the hospital, Jeremy refused to walk. I escorted him to a chair and ordered him to sit. Jeremy began yelling, refused to comply, called me a “psycho bit*h,” and attempted to bite my hand. Jeremy was later medically cleared for incarceration.

Following clearance, Jeremy was transported to the Glynn County Jail and released to jail staff without further incident.
