On 7/25/26 at approximately 0140 hrs I observed the vehicle swerving and traveling over the roadway line. I additionally observed the vehicle traveling on the wrong side of the lane / into oncoming traffic while I was positioned behind it. Based on these observations, I initiated a traffic stop. I activated my emergency lights and initiated a traffic stop with the vehicle coming to a stop in the middle of Floraville Rd. I approached the vehicle from the passenger side away from traffic and made contact with the driver Junior Recions-Charroand I asked Junior for his driver license.

Upon initially contact I noticed Juniors glassy eyes and multiple open glass Corona beer bottle scattered throughout the vehicle. I then noticed a large box of Coronas in the back seat located behind the drivers seat that was open as well as more open Corona bottles. Junior did not speak English and communication was limited. I advised the driver of the reason for the stop, stating he had been swerving and going over the line, and directed him to turn the vehicle off and exit. During my contact, I observed the following: the driver had urinated on himself, the interior of the vehicle smelled strongly of alcohol.

Sgt. Smith (116) administered SFST’s on scene and advised me the driver Junior had shown signs of impairment. I issued the driver three citations: (1) Failure to Maintain Lane; (2) Open Container, in violation of O.C.G.A. 40-6-253 (illegal for drivers or passengers to consume alcohol or possess an open container); and (3) DUI Less Safe.

The driver was placed under arrest for DUI Less Safe. Prior to arrest, I read the driver the Georgia Implied Consent Notice for suspects age 21 or over, advising him of the state-administered chemical test of his blood, breath, urine, or other bodily substance, and the consequences of refusal. Despite the language barrier, the notice was read in English. When asked whether he would submit to the state-administered chemical test of his blood, the driver indicated he would not submit to the blood test.

Prior to going to the CDC Junior was transported to the ER for a jail clearance due to him being highly intoxicated. Jail clearance was given and Junior was then transported to the CDC. The vehicle was towed by S&S towing.
