On October 16, 2025, at 1136 hours, while actively patrolling, I noticed EMS on Altama Avenue, between Morning Tide Apartments and The Retreat. I radioed dispatch to inform them that I was getting out to assist EMS.

Upon speaking with the EMS personnel, they informed me they were looking for a woman later identified as [VICTIM #1]. Ms. [VICTIM #1] had called 911, stating that her leg was “gushing” blood. We initially walked down the trail between the Morning Tide Apartments and The Retreat, but then relocated to Saxton Street because it was closer to where Ms. [VICTIM #1]’ phone was phasing. As we approached, we heard Ms. [VICTIM #1] yelling, and a male, [WITNESS #1], informed us that she was in the woods. I suggested to EMS that we return to our previous location and walk down the trail from there.

When I got back to Altama Avenue, I approached Officer Combs, who had made contact with Ms. [VICTIM #1]. He reported that while she was not actively bleeding, she was unable to move. I brought EMS to our location in the tree line, and they examined Ms. [VICTIM #1]. While being treated, Ms. [VICTIM #1] stated that she had been struck by a stick used by Justin Sanders to injure her. Mr. [WITNESS #1] stated he had seen Mr. Sanders at the One Stop gas station, where Mr. Sanders mentioned he had just defended himself against a guy and had broken his leg. He stated that on his way back home, he heard Ms. [WITNESS #2] calling for help from her tent. Ms. [WITNESS #2] confirmed that Mr. Sanders was indeed the person who struck her in the leg before leaving the scene. EMS later reported that Ms. [VICTIM #1]’s leg was broken after assessing her injury.

After gathering Ms. [VICTIM #1]’s and Mr. [WITNESS #1]’s information, EMS continued to tend to Ms. [VICTIM #1] while we assisted in getting her out of the woods and into the ambulance. Once EMS left, we canvassed the area in search of Mr. Sanders but were unable to locate him.

I will be filing a warrant for Mr. Sanders for Aggravated Battery Family Violence due to the injuries sustained by Ms. [VICTIM #1], based on her testimony and that of Mr. [WITNESS #1].

All relevant body camera footage has been uploaded and labeled in evidence. com, and the Incident-Based Reporting has been validated. I will continue to search for Mr. Sanders until he is arrested.
