On the above date I responded to [100 BLOCK] Robbie Rd for a welfare check on a white female. When I arrived I noticed a light green vehicle pulled half way into a driveway and partially on the grass. There was a white female, later identified as Kelly Kadar walking around the vehicle. I got out to talk to the female who I noticed immediately showed signs of using narcotics.
Kadar was very fidgety, kept flinging her hair around, pacing and was very erratic when I spoke to her. Kadar explained to me she was trying to “get out of there” meaning the dead end street she was on. I asked Kadar about her drug use and when the last time was she used drugs. She told me it had been a long time but that she did have a prescription for Suboxone. Kadar told me she had her 3 month old baby and was looking for water for her. I asked her why she didnt just go to the store and get her water, due to she had bills of money in her hand. It was at this time Kadar went off on some other conversation about trying to go to some place in Jacksonville.
Sgt. Smith showed up and spoke with Kadar and I went to check on the baby who was in a child carrier in the front seat of the vehicle. The baby was not strapped into the car seat and the car seat was just sitting crooked not seat belted on the front passenger seat of the vehicle. The vehicle was running but it was extremely hot in the vehicle. Ofc. Ramirez arrived and performed field sobriety test on Kadar. Sgt Smith remained with the baby who I had moved to my vehicle where is was cooler and I went to speak with the caller. [REDACTED] called in the welfare check on the female. [REDACTED] said she had asked for water for her baby and had asked how to “get out” of there. [REDACTED] said he explained to her several times and told her it was not difficult to get to the main road where there was a store. [REDACTED] told me he used to be a drug user and knows the signs and he was concerned due to the fact that she had a small baby with her and she was obviously on drugs.
When I returned from talking to the complainant Ofc. Ramierez was placing Kadar in handcuffs. I told Sgt. Smith I would contact DFCS and head to headquarts with the child. Sgt. Smith and myself placed the baby in the car seat correctly , noting that the car seat straps were not properly fitted for a small infant. Sgt Smith fitted them properly and we strapped the car seat into the back seat of my patrol vehicle for safe transport to headquarters. While I was on the way to headquarters I contacted DFCS and made a case with them. They advised they would be sending a worker to headquarters to meet with me and the baby.
[REDACTED] is the sister to Kelly Kadar and was on the way to headquarters to speak with DFCS in reference to the baby. Once I spoke with Ms. [REDACTED] with DFCS and she spoke with [REDACTED], the baby was turned over to [REDACTED].
I will obtain a warrant for Kadar for Cruelty to children 1st OCGA 16-5-70(b)
