I was dispatched to the Federal Law Enforcement Training Center in Brunswick, GA, on the specified date and time regarding an Assault incident. Dispatch informed me that it happened at Rafter on St. Simons Island.

Upon my arrival, I was escorted to building 210, where the victim, [VICTIM #1], was being held, along with witness [WITNESS #1] and the offender, Kyle Knowles, all in different rooms. I talked to Ms. [VICTIM #1] first. Ms. [VICTIM #1] stated that a bunch of classmates went out to eat dinner and then went to a few bars on St. Simons. Ms. [VICTIM #1] stated that this occurred on two occasions, the first on December 21, around 0100 hours, and the second on December 31, around 2300 hours.

Ms. [VICTIM #1] reported that on December 21st, while she was at a bar, Mr. Kyle Knowles persistently flirted with her and made her uncomfortable. She noted that Mr. Knowles watched her throughout the night. Additionally, Ms. [VICTIM #1] mentioned that Mr. Knowles told her friend, Ms. [WITNESS #1], that he wanted “her to leave so he could fu*k Ms. [VICTIM #1].”

Ms. [VICTIM #1] stated that she asked Ms. [WITNESS #1] to act as a buffer between her and Mr. Knowles. While leaving the bar, Mr. Knowles reportedly slapped Ms. [VICTIM #1] on the buttocks. Ms. [VICTIM #1] turned around and asked who done that. Mr. Knowles was giggling, and she said, “Stop it, I have a boyfriend.” Ms. [VICTIM #1] requested that Ms. [WITNESS #1] walk behind her as they exited and stay there for the remainder of the night. According to Ms. [VICTIM #1], Ms. [WITNESS #1] complied with her request.

Ms. [VICTIM #1] stated that on December 31, 2025, around 2300 hours, all her classmates wanted to go out again, and she inquired about Mr. Knowles; he stated that he was going to take a nap. Ms. [VICTIM #1] went out because he was not going to be there, but when they went to the bars again on the island, Mr. Knowles was also there. Ms. [VICTIM #1] stated that she quit drinking so she could have her wits. Ms. [VICTIM #1] stated that Mr. Knowles kept on putting his arm around her waist and laying his head on her shoulder.

Ms. [VICTIM #1] told Mr. Knowles to stop his behavior because she has a boyfriend. Mr. Knowles responded by saying that since she is not married, it doesn’t matter. Ms. [VICTIM #1] noted that Mr. Knowles repeated this several times throughout the night. Although she initially said she would not report Mr. Knowles for slapping her on the buttocks or for sexual harassment, after discussing the situation with her classmates, they encouraged her to take action. They informed her that if she did not report it, they would report it on Monday, January 5, 2026.

I spoke with Ms. [WITNESS #1], who stated that she did not witness Mr. Knowles slap Ms. [VICTIM #1] on the buttocks; however, she could believe it because Mr. Knowles had grabbed her buttocks twice that same night. Ms. [WITNESS #1] also mentioned that Mr. Knowles repeatedly asked her to leave so he could have sexual relations with Ms. [VICTIM #1]. Additionally, she observed Mr. Knowles put his arm around Ms. [VICTIM #1] and lay his head on her shoulder several times. Ms. [WITNESS #1] confirmed everything that Ms. [VICTIM #1] stated about Mr. Knowles, but did not witness the slap on the buttocks.

I spoke with Mr. Knowles and asked him about the incidents that occurred on December 21 and December 31, 2025. Mr. Knowles does not remember anything about those nights. I then asked him about the allegation of slapping Ms. [VICTIM #1] on the buttocks, to which he also stated he does not recall doing that on those days. Additionally, I inquired about a statement made by Ms. [WITNESS #1] regarding Mr. Knowles wanting to engage in sexual activity with Ms. [VICTIM #1]. Mr. Knowles again claimed that he does not remember saying anything like that.

I asked Mr. Knowles about putting his arm around Ms. [VICTIM #1]’s waist and laying his head on her shoulder. Mr. Knowles stated that he does not recall exhibiting that kind of behavior toward Ms. [VICTIM #1]. I inquired why he does not remember anything from that night, and he mentioned that he had consumed too much alcohol. When I asked Mr. Knowles what he do you remember, he said that while walking to another bar, he was holding Ms. [VICTIM #1]’s hand.

In a previous statement, Mr. Knowles stated that he was not into Ms. [VICTIM #1] and that, when I asked why you were holding her hand if you were not into her, he said, “I don’t know.” Mr. Knowles stated that he do not know why he was just holding her hand.

I told Mr. Knowles to turn around and place your hands behind your back. I placed handcuffs on Mr. Knowles, checked for tightness, and double locked. I called for a transport Officer. Once Officer Jones #213 was outside, I walked Mr. Knowles to his vehicle search and placed him in the back seat with the seatbelt. Officer Jones #213 transported Mr. Knowles to the Glynn County Detention Center and released him without incident.

The Arrest and Booking Information Sheet (ABIS) was completed. The Supplement Offender & Victim Information (SOVI) was completed. Warrant were uploaded and put into Evidence.com.
