Officer’s Narrative:

On the above date and time I, Officer K. Woods was dispatched and responded to [2000 BLOCK] Martin Luther King Jr Blvd in reference to a Structure Fire. Upon arrival, once on scene, I immediately smelled smoke and the air was foggy due to the burning of the fire. I begin to walk around the residence to locate the fire.
I made contact with a female later identified [VICTIM #1]. I asked Ms. [VICTIM #1] was anyone else in the residence and she stated no. The residence appeared to be a duplex, so I asked Ms. [VICTIM #1] was anyone in the residence next to hers and she stated no one lives there. As I continued to walk around the residence to locate the start of the fire again, I observed a small fire on the left rear side of the residence. I walked over to Ms. [VICTIM #1] and asked is gas used in the residence, she advised no she just moved in the residence about 3 weeks ago. She stated there is no electricity in the residence, which is why they are using a generator.
Moments later, Brunswick Fire was on scene, while BFD was attempting to put out the fire, I gathered more information from Ms. [VICTIM #1]. Ms. [VICTIM #1] stated she believe Latasha Davis is a suspect in this incident. Ms. [VICTIM #1] stated she was at her daughters house, visiting her grand kids. She advised her daughter she was going to go home and check on the house. Ms. [VICTIM #1] stated she arrived home, walked into her residence and stated “dang I smell gas.” Ms. [VICTIM #1] stated she then looked at the top of the generator and noticed it was cut off, and thought her uncle must of came by. She stated she turned on her flashlight with her phone, and stated “where is all this smoke coming from.”
I asked Ms. [VICTIM #1] was it smoky in the residence and she stated “yes it was smoky and it wasn’t a cigarette because my cigarettes still in my box.” Ms. [VICTIM #1] stated she then came outside, to see smoke coming from the back of the residence. She stated, “I looked and I was like oh my God and that’s when I called 911.” I then begin to ask Ms. [VICTIM #1] what did Ms. Davis state and why she believes she is the suspect to this incident. Ms. [VICTIM #1] stated 3 weeks ago her uncle, Mr. [VICTIM #2], who wasn’t on scene told Ms. Davis “he didn’t want to be with her anymore due to her always coming over, starting shit, and arguing with him.” Ms. [VICTIM #1] then stated Ms. Davis told Mr. [VICTIM #2], “I’m going to burn your mother fukin house down if you keep fuking with me.” I asked Ms. [VICTIM #1] did she witness Ms. Davis state this to her uncle, Mr. [VICTIM #2] and she stated her uncle told her what Ms. Davis stated.
While asking dispatch for my case number, Ms. [VICTIM #1] stated, “she’s probably somewhere looking.” As I explained information on how Ms. [VICTIM #1] can go through the process of getting a Good Behavior Warrant, I also issued her a case card with a case number attached. I informed Ms. [VICTIM #1] information on how to obtain a copy of this report.
Moments later, Ms. [VICTIM #1] stated Ms. Davis was across the street looking towards the residence. I then made contact with Ms. Davis, who appears to have a active warrant. I approached Ms. Davis and introduced myself and asked what did she do today. Ms. Davis stated she talked to Ms. [REDACTED] today at The Well around 1400 hours. Ofc Brand asked Ms. Davis for her name and date of birth. Ms. Davis stated her birth date was 01/2/1975, but in fact her date of birth is [DOB REDACTED]. While Ofc Brand attempt to confirm the warrant I asked Ms. Davis did she know anything about what happened at the residence.
She stated Mr. [VICTIM #2] is her ex. I asked Ms. Davis was there anything she stated or made a comment about in reference to doing something to the house. She stated her and Mr. [VICTIM #2] are friends and she was at the residence a couple days ago. She stated she hasn’t been back, due to a argument the both of them got into. I asked Ms. Davis what was the argument about and she stated, “See I’m jealous and were not together.” She then stated she never stated she would do something to the house. Ms. Davis then stated, “so someone over there said I burned the house down.” I then asked Ms. Davis for her social security number in order to confirmed the warrant. Ms. Davis then stated, “I use to know, but I don’t know it anymore.”
I advised by Ofc Brand the warrant was confirmed. I attempted to put Ms. Davis in handcuffs due to her being placed under arrest for having a active warrant. Ms. Davis begin to actively resist and not comply by not placing her hands behind her back after being told multiple times to do so. I assisted Ms. Davis towards the gate, which she begin to hold on to and not let go.
I advised Ms. Davis a few more times to place her hands behind her back which she refused to do so while screaming “what did I do ma’am.” After attempting to gain control of Ms. Davis to place her in handcuffs, I then proceeded along to use one of my less lethal weapons, my taser. I used my taser to dry stung Ms. Davis in her left arm to gain compliance. I then assisted Ms. Davis to the ground, where I proceeded to place handcuffs on her. The handcuffs were checked for tightness and double locked.
I directed Ms. Davis to my patrol vehicle, where I lawfully searched her. Ms. Davis begin to shout. “I’m trying to tell you what I got on me.” Ms. Davis then stated, “I got my stem on me.” As I begin to search, Ms. Davis she begin to reach in her left pants pocket. I retrieved a cigarette box out of her left pocket with a pipe wrapped in a paper towel inside. I observed a white powdery substance in the front of the box. I used a NIK wipe to test the white powdery substance which tested positive for Cocaine.
I placed Ms. Davis in the back of my patrol vehicle where she was restrained by the seat belt. I transported Ms. Davis to Glynn County Detention center and directed her in the booking room. A ABIS form was completed and she was then turned over to CDC jail staff for further booking. Ms. Davis was charged with Obstructing of LEO, Schedule II (Cocaine), and Giving a False name, address or date of birth. The warrant for failure to appear was also executed.
