[NARRATIVE #1 on July 03, 2026]

I Officer Sullivan was in the area of Norwich Street and T Street. I observed a vehicle traveling north on Norwich Street near First Street. I observed the vehicle activate its brake lights with only the driver side light becoming brighter. I determined the vehicle had working tail lights but not working passenger side and middle brake lights.

I drove in the direction of the vehicle. I observed the vehicle turn off Norwich St on to Fifth St. I drove through Norwich commons and entered on to Fifth St where I relocated the vehicle making a right turn on to Franklin Ave again with non working passenger side and middle brake lights.

As I arrived at the intersection of Fifth St and Franklin Ave I observed the vehicle drive on the right side curb while traveling south bound on Franklin Ave. Both passenger side front and rear wheel left the road way as the vehicle drove on to the curb. The vehicle reentered the road way as it approached the stop sign located at Franklin Ave and Fourth St. The vehicle came to a complete stop at the stop sign. I was again able to determine the vehicle had working tail lights but two non working brake lights. The vehicle then turned left traveling on Fourth St.

I notified dispatch of my intended traffic stop and entered on to Fourth St. The vehicle was a white 2016 Ford Super Duty (GA Tag: [REDACTED]). I observed the vehicle on Fourth St travel on the clearly marked double yellow line in the center of the road. The vehicle traveled with both driver side tires on the line for approximately 4 seconds. I activated my marked patrol vehicles emergency lights and siren while behind the vehicle.

After turning on my patrol vehicles emergency lights and sirens the vehicle continued traveling east bound on Fourth St at speeds less then 10 Miles Per Hour. The vehicle continued driving until turning north bound on to Lee St. The vehicle continued on Lee St until pulling in to the drive way of [3500 BLOCK] Lee St.

I approached the vehicle and asked the driver Manuel De Jesus Morales Solis to exit the vehicle. As he exited the driver seat I observed two open cans of Modelo beers. Ofc Smith detained [Mr]. Morales into hand cuffs. Ofc Lovett began to search the vehicle for additional open alcoholic containers.

I requested Ofc Acevedo to the location to assist with translation. I began to write citations. Mr. Morales advised he did not have a license. I attempted to locate license information for Mr. Morales through Georgia. I was unable to located a valid license profile on my in vehicle computer.

Ofc Lovett and Ofc Acevedo conducted Standard Field Sobriety Testing and determined Mr. Morales to be under the influence of alcohol. Ofc Smith completed the search of the vehicle and located a total of four open Modelo cans. Two cans in the center console, one in passenger seat and one in the driver floor board. One can in the center console had alcohol fluid in the can.

Ofc Smith placed Mr. Morales back into hand cuffs and under arrest. Ofc Smith then conducted a search of Mr. Morales’ person. No contraband was located. Mr. Morales was then assisted in to the back seat of my vehicle. Ofc Acevedo read Implied Consent for breath. Mr. Morales refused. The vehicle was released to a roommate located at [3500 BLOCK] Lee St.

I then transported Mr. Morales to the Glynn County Detention Center. I issued five citations to Mr. Morales and DDS 1205 Form. All paperwork was signed by Mr. Morales. He was then booked in and released to detention center staff.

[NARRATIVE #2 on July 03, 2026]

I Officer Smith on 07/03/2026 responded to [3500 BLOCK] Lee Street as back up on a Traffic Stop with Ofc Sullivan #467.

Upon making contact with the driver, Ofc Sullivan advised me he observed open Alcoholic Beverage inside the passenger compartment of the White 2016 Ford Super duty. I conducted a search of the passenger compartment for Alcoholic Beverage.

I observed 2 Open cans of Modelo Alcoholic Beverage in the Center console Cup holders with one can cool to the touch and Alcoholic Beverage remaining inside the can. I observed 1 Modelo Alcoholic Beverage can in the drivers front floor on its side. I observed 1 empty Modelo Alcoholic Beverage can in the passenger front seat. 4 12oz cans of Modelo Alcoholic Beverage total were observed in the passenger compartment of the White 2016 Ford Super duty.

[NARRATIVE #3 on July 03, 2026]

On 07/03/2026 at around 0303 hours, I, Officer Acevedo responded to [3500 BLOCK] Lee Street in reference to Officer Sullivan asking for assistance.

Upon arrival, Officer Sullivan advised me for the reason for the stop. I then spoke with the driver. I advised him that he was stopped for failure to maintain lane and for having one brake light that was not fuctional. I asked the driver where he was coming from, to which he advised that he was coming from work.

I then asked how much he had to drink. The driver said he had four drinks. I asked him what brand he was drinking, to which he replied Modelo. I was later advised those were the open containers that were found in the vehicle. I asked the driver if they were big, medium or small beers, to which he replied he drank three big Modelo’s and one small one.

I then asked the driver if he was willing to do some tests to see if he was good to drive, to which he said yes. Officer Lovett conducted Standardized Field Sobriety Test. Afterwards the Driver was placed under arrest and searched by other officers on scene, the driver was placed in the back of Officer Sullivans patrol vehicle.

I then asked the driver how old he was to which he advised he was older than 21. I then read implied consent in english for driver’s over the age of 21 years old for breath. The driver did not understand to which I re-read implied consent in english for dirvers over the age of 21 years old to which he did not understand. Due to him not understanding It was deemed a refusal.

[NARRATIVE #4 on July 03, 2026]

On 07/03/2026 at approximately 0303 hours, I responded to [3500 BLOCK] Lee St in reference to Officer Sullivan conducting a traffic stop on a white Ford Super Duty.

OFC. Sullivan and OFC. Smith placed the driver in handcuffs after the driver failed to stop for several blocks during the traffic stop. The driver left the driver’s-side door open, and there were at least four cans of Modelo, an alcoholic beverage, resting on the center console and on the driver’s and passenger floor. All the cans of Modelo were open and contained liquid. The entire car smelled of an alcoholic beverage.

I made contact with the driver, Manuel Morales, who, when I got close to and no longer next to the vehicle, had breath that smelled of an alcoholic beverage when OFC. Acevedo arrived because the driver spoke only Spanish. OFC. Acevedo asked Mr. Manuel to consent to a Standard Field Sobriety Test (SFST), and the driver agreed. Mr. Manuel was removed from his handcuffs to conduct the test.

OFC. Acevedo advised Mr. Manuel that, in the first stage, which is Horizontal Gaze Nystagmus, he would need to place both hands at his sides, feet together, head straight, and continue focusing on the pen with just his eyes. OFC. Acevedo asked the driver if he understood, and Mr. Manuel agreed. Mr. Manuel advised that he had no medical conditions and did not wear glasses.

At the start of phase one of SFTS, I positioned my pen as the stimulus approximately 6 inches from Mr. Manuel. During the first part of phase one, I indicated 4 out of 6 clues from Mr. Manuel. Mr. Manuel had equal tracking and equal pupil size in both eyes, as indicated by the first pass. The second pass checks for lack of smooth pursuit in the eyes. Mr. Manuel stopped following the pen multiple times, losing focus for several seconds and jerking his head from right to left in an attempt to track the pen. While checking Mr. Manuel for Distinct & Sustained Nystagmus at maximum deviation, he once again lost focus of the pen, jerking his head toward the opposite side of the pen in an attempt to track it.

During the onset of Nystagmus, Mr. Manuel failed to follow towards the right, jerking his head to the right from the starting position in an attempt to track the pen. Mr. Manuel had involuntary jerking of the eyes towards the left at the onset of Nystagmus, lost track of the pen on the left side, and began staring at my vest as it returned to the right side. On the vertical Nystagmus check, Mr. Manuel’s body started swaying on both passes.

In phase two, the Walk and Turn test indicated 7 out of 8 clues. OFC. Acevedo instructed Mr. Manuel on the first steps: place his hands at his sides, lead foot in front of the other, and look down at his feet. OFC. Acevedo demonstrated the actions as well and asked whether he understood; Mr. Manuel replied, “Yes.”

When Mr. Manuel was in position, I demonstrated the next step. OFC. Acevedo instructed Mr. Manuel as I took a few heel-to-toe steps, looking down, my hands at my sides. OFC. Acevedo instructed Mr. Manuel that he would have to take 9 heel-toe steps, counting each out loud. On the 9th step, as I demonstrated, he would take a series of steps to turn around, coming back to his lead foot and continuing down 9 more steps to finish. Mr. Manuel was asked whether he understood, to which he replied, “Yes.”

Mr. Manuel began the test and, immediately from the starting position, lost his balance and almost fell. I got closer to him because of the risk of his injuring himself. Mr. Manuel got back into the starting position and continued, but on the second step, he missed his heel-toe step, and his body swayed with each step.

On his third step, he lost his balance once again and paused for a moment, then readjusted his foot, missing the heel-to-toe step. Mr. Manuel missed the heel-to-toe step on the 5th and 7th steps, and his body continued to sway. On his 9th step, Mr. Manuel turned around and looked at the officers, waving his arms, appearing confused about what to do next. Mr. Manuel then walked back to the starting position and started from step 1 again. On his 5th step, he lost his balance again and stopped. Due to Mr. Manuel’s risk of self-injury during testing, the one-leg stand test was not conducted.

OFC. Acevedo read Implied consent to Mr. Manuel for breath, to which he refused.

My Standard Field Sobriety Investigation concluded that Mr. Manuel was less safe to drive and was under the influence of alcohol. Mr. Manuel was placed in handcuffs, double locked, and searched. In Mr. Manuel’s wallet, there was $941 in USD, which was counted, and $290 in pesos, also counted, placed back into Mr. Manuel’s possession.
