On September 12, 2026 at 2011 hours, I was dispatched and responded to 500 Mallery Street (Village Inn and Pub) in reference to a Problem Person.

Upon my arrival, I made contact with Mr. [WITNESS #1]. Mr. [WITNESS #1] was standing next to a white male, later identified as Mr. Marcus Dewayne Young. Mr. [WITNESS #1] asked if he could speak to me away from Mr. Young. Mr. [WITNESS #1] and I walked away from Mr. Young, and Mr. [WITNESS #1] explained Mr. Young walked into the Village Inn and Pub, extremely intoxicated, and walked up to the bar. Mr. [WITNESS #1] stated the bar tender refused to serve Mr. Young, in his inebriated state, and he became angry.

Mr. [WITNESS #1] stated Mr. Young slammed his hand down on the bar and scared everyone. Mr. [WITNESS #1] stated he was finally able to get Mr. Young to walk outside, and he was now calm. I asked Mr. [WITNESS #1] if he worked at the bar, and he stated no. Mr. [WITNESS #1] stated he believed Mr. Young was hallucinating due to him saying he served in “Nam”. Mr. Young was too young to have served in Vietnam. I informed Mr. Young and Mr. [WITNESS #1] I was going inside to speak to the bartenders.

Mr. [WITNESS #1] informed me the bartenders name was “[WITNESS #2]”. Mr. [WITNESS #1] stated “[WITNESS #2]” was right there when Mr. Young slammed his hand down on the bar, and it scared her. Mr. Young began to ask me what the difference was between me wearing a vest and him not wearing one. I explained to Mr. Young it was part of my uniform. I walked inside to speak to the bartenders. Once inside I made contact with “[WITNESS #2]”. I asked “[WITNESS #2]” what they wanted to do about Mr. Young and his behavior. The female with the microphone stated “Indecent exposure.”.

“[WITNESS #2]” originally stated she did not know what they wanted to do. “[WITNESS #2]” stated the band saw everything wide open when Mr. Young was urinating on the ground by the front door. “[WITNESS #2]” pointed to another employee, Miss [WITNESS #3], the bar manager. Miss [WITNESS #3] stated she wanted Mr. Young Criminally Trespassed and wanted to press charges for Public Indecency. I told Miss [WITNESS #3] that was what I needed to know and I walked back outside. I made contact with Mr. Young, who was talking to Officer A. Parke #147.

I asked Mr. Young if he had a driver’s license, and he stated “Yes sir.”. I asked Mr. Young if I could see it. Mr. Young reached into his right front pocket and pulled out a white envelope. Mr. Young handed me a key card to his hotel room. I informed Mr. Young he handed me a room key and asked for his driver’s license, so I could run a wants and warrants check and also to place a Criminal Trespass Warning for Village Inn and Pub.

Mr. Young had four key cards in the white envelope, and attempted to hand me each one multiple times. Mr. Young was unsteady on his feet, swaying back and forth unable to stand still. Mr. Young was also slurring his words and also was not able to comprehend his key cards were not his Georgia Driver’s License. Ofc. Parke also tried, multiple times, to explain to Mr. Young he was not holding his wallet and to check another pocket. I decided to arrest Mr. Young for Public Intoxication along with Public Indecency.

I asked Mr. Young to let me hold the white envelope, and I placed all the key cards inside and placed the white envelope into his left front pocket. At this time I asked Mr. Young to place his hands behind his back, as I grabbed his left wrist and assisted it behind his back. I was able to handcuff his left hand behind his back, but when Officer B. Griffis #162 stepped up and grabbed a hold of his right wrist, Mr. Young began to resist. After several attempts to handcuff Mr. Young’s hands behind his back, I pulled out a second pair of handcuffs.

I began to connect both pairs of handcuffs, but Mr. Young continued to resist. Mr. Young was able to pull his left hand, which was handcuffed, out of my hands. I immediately pulled my Taser, and pointed it at Mr. Young and telling him to back up. I told Mr. Young I was going to tase him and told OFc. Griffis to back up. Ofc. Parke stated to me, “Watch out Hall.”, and he and Mr. [WITNESS #1] assisted Ofc. Griffis with taking Mr. Young to the ground. I put my Taser back in it’s holster and handcuffed Mr. Young’s hands behind his back using both sets of handcuffs.

Mr. Young hit his head on the ground causing a small scratch on the left side of his left eye brow. Ofc. Parke and Ofc. Griffis assisted Mr. Young to his feet, and he was escorted to the rear of my patrol vehicle. Ofc. Parke and Ofc. Griffis searched Mr. Young for drugs, weapons and other contraband before placing him in the back of my patrol vehicle. I ran a wants and warrants check on Mr. Young. Mr. Young did not have any warrants for his arrest. I placed the Criminal Trespass Warning for Village Inn and Pub.

I transported Mr. Young to the Emergency Room for a Jail Clearance due to him hitting his head on the ground. Once I obtained the Jail Clearance, I transported Mr. Young to the Glynn County Detention Center. I booked Mr. Young for Obstruction (16-10-24), Public Indecency (16-6-8) and Public Intoxication (16-11-41). Mr. Young was released into the custody of the CDC staff.
