[NARRATIVE #1 on June 12, 2026]
On 06/12/2026, I, Ofc. F. Santana #481 with the Brunswick Police Department, was on patrol in the area of Bartow St. when I observed a black Toyota Sequoia traveling on the roadway. As the vehicle passed my location, I observed it swerving within its lane and observed the driver actively using a cellular phone while operating the vehicle.
Based on the observed traffic violations, I initiated a traffic stop and made contact with the driver, later identified as Martin Villegas Morales.
Upon making contact with Morales, I requested his driver’s license and vehicle registration. Morales advised that he did not have either. I then requested his name and date of birth. Morales initially stated that he could not remember his date of birth before later providing the information.
While speaking with Morales, I observed his speech to be slurred. I also detected an odor of a alcoholic beverage emanating from the vehicle and from Morales’ person.
Sgt. Piña arrived on scene to assist. I briefed Sgt. Piña on my observations and the circumstances of the stop. Morales was asked to exit the vehicle. While speaking with Morales, Sgt. Piña asked if he had been consuming alcoholic beverages. Morales admitted that he had been drinking and stated that he was feeling “a little drunk.”
Morales was asked to submit to Standardized Field Sobriety Tests. Morales refused to perform any field sobriety evaluations.
Based upon my observations of Morales’ driving behavior, his slurred speech, the odor of alcoholic beverage, his admission to consuming alcohol and feeling intoxicated, and his refusal to participate in field sobriety testing, I determined that Morales was under the influence of alcohol to the extent that it was less safe for him to drive. Further investigation revealed Morales was operating the vehicle without a valid driver’s license.
Morales was placed under arrest for DUI Less Safe in violation of O.C.G.A. 40-6-391(a)(1) and Driving Without a Valid Driver’s License in violation of O.C.G.A. 40-5-20.
A licensed driver approved by Morales responded to the scene and took custody of the vehicle. Morales was transported to the Glynn County Detention Center without incident.

[NARRATIVE #2 on June 12, 2026]
On June 12, 2026, I (PFC K Jenkins #429) responded to Bartow St & Urbana Oaks Way in reference to assisting Ofc Santana #481 with a traffic stop. Ofc Santana requested for me, as back-up, over the radio. Sgt Pina #464 was already on scene with Ofc Santana, and placed a hispanic male into under arrest while I was still en route to their location. The arrest was for OCGA 40-6-391(a)(1); DUI Less Safe & and OCGA 40-5-20; Driving while Unlicensed.
I arrived on scene and assisted with scene security. After the search incident to the arrest was conducted, Ofc Santana transported the male to the Glynn County Detention Center. The vehicle was parked in front of [1800 BLOCK] Bartow St. Permission was given by the resident of [1800 BLOCK] Bartow St and the arrestee.
