On 09/04/2026 at approximately 1754 hours I, Officer Bittle, was dispatched to 603 Warren Mason Blvd for a report of a single vehicle accident. While en route to the scene, dispatch advised me that the complainant stated her vehicle was stolen earlier.

I arrived on scene and observed a white Buick SUV with Georgia registration [REDACTED] in an embankment and on its side. I could see that the side air bags were deployed but was advised by fire rescue that there were no occupants inside. I saw a white female on scene and she stated she was the owner of the vehicle. I identified the subject as PAISLEY ELLIOT. Elliot stated she parked her vehicle at her house at, [100 BLOCK] Glyndale Dr. at approximately 1600 hours. Elliot stated she was at a friend’s house that is 2 doors down from her residence when she received a phone call from a friend asking if she was alright. Elliot stated her friend then informed her that she was checking on her because she saw her vehicle in a ditch.

I asked Elliot if she gives anyone else permission to drive the vehicle and she stated she allows her roommates to drive the vehicle but she already checked with them and none of them were driving her vehicle. I asked Elliot if she knew who was driving the car and she said no. Elliot stated she leaves her key fob in the car and the car unlocked all the time. Elliot stated someone stole her car and crashed it.

I asked Elliot how her friend would know it’s her car in the ditch and she stated its because of the identifying stickers on the back of it. From my perspective, the stickers on the back of the vehicle were not visible due to the degree of slope to the embankment that the vehicle was in. I then asked Elliot if she could think of anyone else that may have been driving the car and she said no.

Once the wrecker arrived on scene, the vehicle was up righted and pulled up the embankment. I noticed the driver’s side front air bag had also deployed. I asked Elliot if I could go in the vehicle and attempt to locate her wallet and any information about who may have taken the vehicle. She allowed me to access the interior of the vehicle where I was able to locate her wallet and a cell phone that was connected via bluetooth to a portable speaker in the vehicle. I also observed a red bull that was still cold to the touch.

While waiting for the wrecker to finish loading the vehicle, a female arrived on scene and I identified her as [WITNESS #1]. Officer Sullivan informed me that [WITNESS #1] had some information related to the incident. I spoke with [WITNESS #1] and she informed me that she was with [REDACTED] when [REDACTED] received a phone call from Paisley Elliot. [WITNESS #1] informed me that she overheard Elliot tell [REDACTED] that she had let Bryan Kemp use her car and he wrecked it. I asked [WITNESS #1] if she was sure about what she heard and she stated yes. I asked [WITNESS #1] if Elliot knew Bryan Kemp and she stated Elliot and Kemp used to date.

I approached Elliot and informed her that I know she knows who was in the vehicle. Elliot again denied it and then I told her that she could be charged with a crime for filing a false police report. Elliot then informed me that she allowed her ex-boyfriend, Bryan Kemp, to drive the car. She stated Kemp called her and told her he wrecked the car. I asked where Kemp was located now and she said she didn’t know. I asked Elliot why she lied to me and she stated it’s because Kemp is on probation and she didn’t want him getting in trouble. The phone I located in the vehicle belongs to Bryan Kemp.

Throughout earlier conversation, Elliot told me that her ex Bryan Kemp was supposed to come to her house around 7pm to meet up. I asked Elliot if Kemp was at her house and she stated she didn’t know. Elliot was informed that we were going to go to her house in attempt to locate Kemp. The crash could have resulted in the need for medical attention. Elliot agreed to go to her residence with [REDACTED] and meet us there.

Once on scene at [100 BLOCK] Glyndale Dr. I spoke with some individuals that stated they don’t know where Bryan Kemp is. I spoke with Paisley about the incident further and she explained that she lied about the vehicle being stolen because she was trying to protect Kemp. I asked Paisley if Kemp was inside the residence and she stated no. I asked Paisley if I could go into the residence and check for Kemp. She agreed to allow me access to the interior of the home.

Once inside of the residence, I confirmed with the individuals which rooms belonged to them so that I didn’t enter anyone’s room without their permission. Everyone on scene provided me with consent to check the interior of their respective rooms. All of this was captured by BWC. In the rear left bed room, which Paisley confirmed to be hers, was an unidentified male on the bed. I asked Paisley if this subject was Bryan Kemp and she confirmed that it was Kemp. Kemp appeared to be sleeping, he was woken up and taken into custody.

While taking Kemp into custody, I detected an odor consistent with an alcoholic beverage coming from his mouth and person. Kemp was advised of Miranda warning and waived his rights and agreed to speak with me. Kemp stated he was at a friend’s house shortly before this incident and had consumed 2 shots of Fireball whiskey. Kemp stated he had driven Paisley’s vehicle to his friend’s house. Kemp stated he called Paisley before driving back to her house and informed her that he had been drinking and didn’t feel comfortable driving. Kemp stated Paisley told him it wasn’t very far and to just drive back.

Kemp stated while on his way back towards the residence off Glyndale Dr. he ran off of the right side of the road, after hydroplaning, and struck some trees down an embankment. Kemp stated he crawled out and fled the scene back to [100 BLOCK] Glyndale Dr. Kemp stated he advised Paisley that he had crashed her vehicle. Kemp stated Paisley told him to hide in her room and that she would inform the police that the car was stolen. Kemp stated Paisley told him to stay in her room and she would let him know when the cops were gone. Kemp stated he then went to sleep in Paisley’s bed.

Officer Pritchett conducted a DUI investigation on Kemp. Kemp stated he had two shots at a friends house shortly before the crash and stated he did not drink any alcohol since the crash. Based on that investigation, probable cause was established for a charge of DUI. Kemp was arrested and charged with DUI less safe, and hit and run; leaving the scene of an accident. A crash report was completed for this incident. Officer Pritchett is doing a supplement in reference to this incident.

Paisley Elliot was placed under arrest for false statements or writings. Officer Hames transported Elliot to the Glynn County Detention Center in order to assist me in this incident. I transported Kemp to the hospital in order to obtain a jail clearance and because he began complaining of rib cage pain due to the crash. Elliot received a clearance from the hospital and I then transported him to the Glynn County Detention Center.
