On 6/18/2026, at approximately 1154 hours, I was driving in my marked patrol car on Scranton Road approaching Mills Drive.
I observed a tall black male, identified as Raymond Kirksey, leaning over a shopping cart with his pants pulled down and entire buttocks exposed. He appeared to be defecating. I made a U-turn and made contact with Raymond. After making the U-turn, Raymond had his pants pulled back up. I asked him why he had his pants pulled down. He replied, “I was doo-dooing my bowels are bad.” I observed human feces approximately 10 feet from the sidewalk in an open area near a busy road.
I ran his information in NCIC/GCIC and the return showed he had a failure to appear warrant out of the Glynn County Sheriff’s Office for public indecency. I placed him in handcuffs and advised he was under arrest for public indecency. I conducted a search incident to arrest, no weapons or contraband were located.
I sat him in the back seat of my patrol car. I was unable to apply the seatbelt due to his size. I transported him to the Glynn County Detention Center, booked him, and served the warrant.
