This report documents the investigation into a call regarding a problem person at 10 Altama Village, Staples, on December 19th, 2025, at 1255 hours. An employee, [WITNESS #1], at Staples reported that there was a homeless black male who was naked and defecating in front of the store. Upon arrival at the scene, I contacted Raymond Kirksey. At the conclusion of this incident, I arrested Mr. Kirksey for Public Indecency.
Officers Morrison (Badge #125) and Ports (Badge #243) arrived and made contact with Mr. Kirksey before I did. I arrived with my trainee, Officer Garland (Badge #165), and took over as primary since the call had originated in my Baker. While speaking with Mr. Kirksey and Officer Morrison, he admitted to having defecated in front of the Staples on the concrete until he was informed that such an act was illegal. He then denied the act.
I remained with Mr. Kirksey while Officer Morrison and the Ports patrolled the front of Staples, looking for the feces. They located the bag of feces and the paper. Mr Kirksey used to wipe. While they were searching Mr Kirksey stated several times that there was nothing wrong with the act of defecating in public. He claimed that our treatment of him constituted harassment.
When Officer Morrison and Ports confirmed that there was physical evidence that Kirksey had exposed his genitals in a public area and defecated in front of a retail store, I placed him under arrest. Images of the evidence have been labeled and uploaded to evidence.com. I arrested Mr. Kirksey for Public Indecency under OCGA 16-6-8 for exposing his gentials with in the public view. This charge is based on a witness statement, the offender’s confession, and the physical evidence collected at the scene.
I cuffed Mr. Kirksey behind the back, checked the fit of the cuffs, and double-locked them. I placed Mr. Kirksey in the back of my patrol car and secured him with a seatbelt. I read Mr. Kirksey his Miranda Rights, and he declined to speak any further. While I was transporting Mr. Kirksey, he made an unsolicted statment cliaming the Officer Morrison was a “Jewman,” and he had kicked him in the stomach. This kick had forced him to defecate in public.
Upon arrival at the jail, I booked Mr. Kirksey for the above stated charge and handed over custody to the Jail staff. I will be submitting a warrant for Mr. Kirksey’s arrest.
