On November 17, 2025 at approximately 17:03 hours, I responded to Roses 1919 Glynn Avenue in reference to a problem with person. While en route to the scene, I was advised by dispatch the male suspect attempted to kidnap her 3 kids and ran out of the store to begin harassing a nearby construction worker.

When I arrived on scene, I observed the complainant, [WITNESS #1] standing in the middle of the parking lot pointing towards the construction area. I observed the suspect, Rogrick Sapp walking directly towards my direction and immediately directed him to sit on the ground in front of my vehicle.

While speaking with Mr. Sapp, I observed him to be in an severely altered state of mind. He was speaking in a context that made him hard to understand at time. His clothing was in disarray to include wearing a sock on the outside of his shoe. He managed to squeeze (2) 500 mg Tylenol pills in his nose. While sitting on the ground, he also managed to partially pull his pants down showing half his buttocks. While Pfc. Stogner watched Mr. Sapp, I made contact with Ms. [WITNESS #1] and her 3 kids, who were allegedly almost kidnapped.

Ms. [WITNESS #1] stated she was in the checkout lane attempting to place her items on the counter, while 2 of her 3 kids, [VICTIM #1] and [VICTIM #2] were roaming around within close proximity of her. During the transaction, she stated another female customer from a few aisle away got her attention and told her Mr. Sapp was attempting to walk her 2 sons out of the store. When she looked around, she called her sons to her location and observed Mr. Sapp enter the store. She confronted Mr. Sapp and yelled at him resulting him exiting the business and walking towards the construction site.

I spoke with [VICTIM #1] and [VICTIM #2] separately from each other and asked them what happened. They both stated while in the checkout line, he and his brother walked away towards another aisle and was talking. Mr. Sapp walked up to them and asked if they were alone and if they needed a safe place to go. During this conversation, according to both, Mr. Sapp reached out with his had and attempted to grab [VICTIM #1]’s wrist and walk them to the door. He was unable to grab him because he pulled his arm away. After that happened, Mr. Sapp exited the store.

While Mr. Sapp was still sitting in front of my patrol vehicle, still in his altered state of mind, I asked for clarification on what happened inside with the kids. Mr. Sapp stated he was walking in the store and saw the kids standing by themselves. He thought the kids were alone and said he knew the kids father, or thought he did because the kids were Hispanic and there was no way the white woman (Ms. [WITNESS #1]) was their mother. He was wanting to take them away to a safe place but the kids refused. He then left the store and returned to Ms. [WITNESS #1] yelling at him.

I made contact with an employee of Roses who directed me to the video monitors where I watched the video of the incident. While setting up the video, I encounter multiple customers inside the business that stated Mr. Sapp had approached them “talking crazy” and asking for money. Most of the customers felt uneasy and afraid to be in the general area of Mr. Sapp due to his unpredictable behavior.

On the video, I observed the 2 brothers, [VICTIM #1] and [VICTIM #2], roaming the front area of the store while Ms. [WITNESS #1] was placing items on the counter. For most of the time the kids were behind her and out of her view. While they were behind an endcap, I observed Mr. Sapp walking to the front of the store towards the area of the kids. Mr. Sapp stopped approximately 4 feet from the kids and looked to have a brief conversation with them. At no time did they appear afraid, distraught, or uncomfortable. I did not see Mr. Sapp’s arm or hand ever reach out toward the kids in any manner.

After the brief few second conversation, Mr. Sapp walked away not paying anymore attention to the kids, nor did they make any motions as if they were being led or following Mr. Sapp out of the store. Mr. Sapp stopped to speak to one last customer before exiting. While out of the business, the last female Mr. Sapp spoke with, said something to Ms. [WITNESS #1], who then became very upset. After gathering her kids, Mr. Sapp walks back into the store and Mr. [WITNESS #1] immediately confronts him starting a loud and heated argument. As a result Mr. Sapp leaves the store.

After leaving the store I made contact with the construction worker, [WITNESS #2], who stated he was closing up his construction zone when Mr. Sapp entered the unsafe area by walking through the safety netting and ropes. While approaching Mr. [WITNESS #2], Mr. Sapp stated he was in need for water and head a headache. After giving him some tea and Tylenol, Mr. Sapp made him feel uneasy and began following him around speaking in his altered stated of mind.

Due to my findings and investigation, I did not find any evidence of any sort of kidnapping. I did find evidence that Mr. Sapp did act in a tumultuous manner toward another person whereby such person is placed in reasonable fear of the safety of such person’s life, limb, or health; which is why he was then placed under arrest for disorderly conduct.

He was handcuffed with both his hands double-locked behind his back, searched, and buckled in the rear seat of Cpl. J. Bradley’s patrol vehicle. He was then transported to the Glynn County Detention Center where he was charged with one count of disorderly conduct.
