On the above date I was dispatched to [30 BLOCK] Hopkins Homes in reference to kids being left alone inside of the apartment. The complainant was Ms. [REDACTED] from Division of Family & Children Services (DFACS).

When I arrived I spoke with Ms. [REDACTED] whom advised she received a complaint that Ms. Shaquayle Cuyler leaves her children at home unattended. She stated once she knocked on the apartment door, a young juvenile male (6/7 years old) opened the door and advised her that his mother was not home and she can come back at 5. She stated once he told her that, that is when she contacted her supervisor and was advised to call the police.

I then knocked on apartment door [REDACTED] to speak with [REDACTED BY AGENCY] and asked if he seen Ms. Cuyler today because they are friends. [REDACTED BY AGENCY] said yes and that she went to work today. I then asked who was watching the kids while she was at work and he stated he was. He asked was something wrong and I advised him that DFACS was there to speak with Ms. Cuyler due to her kid being left alone. He then stated they were not alone, he was watching them until she got off work.

I then advised Ms. [REDACTED] about [REDACTED BY AGENCY] and she then went over to speak with him. I also asked for a contact number for Ms. Cuyler and he stated she works at Zaxby on St Simons Island. After negative contact with her on her cell phone, I made contact with her on her job phone and she stated Mr. [REDACTED] were keeping her kids and I advised, her that DFACS needed to speak with her.

She then stated she would be on her way and that she needed to call a taxi cab but she would be on her way. I advised Ms. [REDACTED] of the information while she spoke with [REDACTED BY AGENCY]. [REDACTED BY AGENCY] walked over to the apartment and asked the kids to come out the door and Ms. [REDACTED] spoke and seen all the kids that were in the unit.

While waiting for Ms. Cuyler to arrive on scene, Ms. [REDACTED] supervisor called and asked for the kids to be removed from the home and I advised that I could not remove the kids from the home. I then advised her that I would contact Lt. Daniels by phone and Lt. Daniels informed her that we could not remove kids from the home unless they had documentation on their end to have kids removed. That is when her supervisor stated she will get the document that is needed because Cuyler just got her kids back in May of this year.

She even stated that Mr. [REDACTED BY AGENCY] advised that he was watching the kids and he would leave out his unit and check on the kids every 15/20 minutes at a time. At that time Lt. Daniels advised he was en route to the area. Ms. [REDACTED] advised she was trying to get Ms. Cuyler a plan together but her supervisor advised the kids needed to be removed from the home.

Lt Daniels and Inv. Sasser arrived on scene and they were updated on all the information that was given to me by DFACS. Ms. [REDACTED] spoke with Lt. Daniels and advised her supervisor was on the way also. Ms. Cuyler finally arrived on scene and went inside to check on the kids. She then came outside and asked what was going on, and I informed her that DFACS received a complaint in reference to her kids being left home alone.

She then stated it was her oldest child’s father and he was mad at her because he wants custody of him and she told him no. She then asked what was next because he going to keep calling DFACS and she don’t want DFACS to keep harassing her because of him. I advised her that DFACS will come over and speak with her about the situation. She then stated all she was waiting for was CAPS because she just started working and she didn’t have child care so she allow Mr. [REDACTED] to watch them until she get home.

Once DFACS spoke with Cuyler, I walked over to [REDACTED BY AGENCY] and asked him where was the 3 kids at before her oldest got out of the bus and he stated they were with him in his apartment. I then walked over to Ms. Cuyler and asked her where do her youngest three be at while her oldest is in school and she stated before she go to work they be with Mr. [REDACTED]. I then walked over to Lt. Daniels and advised him of what both parties said separately and he advised DFACS.

Once Ms. [REDACTED] advised Ms. Cuyler to call a family member to get the kids, Cuyler became very upset and started getting loud. As Cuyler walked off from Ms. [REDACTED], she heard Ms. [REDACTED] say “well I guess its a removal then”. Ms. Cuyler then turned around and said ” a removal of what”. I then asked Ms. Cuyler to call a family member to get her kids rather than them getting removed.

Ms. Cuyler became even more upset and wasn’t understanding why her kids were getting removed and stated [REDACTED BY AGENCY] watches her kids all the time. She tried to contact her mother multiple times but had negative contact due to her being at work. I then asked her to call someone else and she called the kids grandparent to get them. She stated he was on the way to get the kids and she asked Ms. [REDACTED] to call her supervisor. I then advised her that the supervisor was on the way.

The children grandparent arrived on scene and Ms. Cuyler gather the kids and their belongings to go with their grandfather. As she seen the grandfather talking to DFACS, she became very upset and walked over to them. I then advised Ms. Cuyler to put the kids in the car so they can leave. I walked the kids over to the truck and Ms. Cuyler put the car seat inside of the truck.

At that time Lt. Daniels advised that he wanted her arrested for Cruelty to Children in the 2nd x3. I advised officers once the children was inside of the truck, she will be getting arrested. Officers allowed Ms. Cuyler to go inside her apartment and she locked the door behind her and only wanted to speak with me.

At that time I attempted to get Ms. Cuyler to come out the front door and I spoke with her as the door was closed. She stated that it wasn’t right because she did everything right to get her kids back. She then seen Inv. Sasser with his taser out and asked why do he have that out and she stated she really wasn’t coming out the house because he don’t need that. Lt. Daniels sent Inv. Sasser to receive the warrants in reference to Cruelty to Children in the 2nd.

She then asked what she would be charged with and I told her and she repeatedly said that was not right because she does not harm her kids. She then became very upset at Lt. Daniels because she stated earlier he told her to be quiet when she was upset about her children. She stated she was not coming out of her front door because she didn’t want to go to jail about something she didn’t do. She stated once Inv. Sasser come back with the warrants then she will come out the residence and allow me to arrest her.

Once Inv. Sasser returned to the scene with the warrants, I advised her that I have them and I advised her to make sure her doors and windows were secured before coming out. She then came out the front door and once it was secured, I placed handcuffs on her and she was searched and then placed in the rear of my patrol car. She was then transported to CDC and 3 warrants for cruelty to children in the 2nd was served. Once the ABIS and SOVI was completed, she was handed over to the jail staff.
