On January 22, 2026, I (PFC K Jenkins #429) responded to [1000 BLOCK] Johnston St in reference to a problem person call.
Upon my arrival, I observed approximately 8-10 people in the area of Johnston St and London St. The group was already splitting apart and walking in their respective directions. I approached the residence of [1000 BLOCK] Johnston St were a male, named Tommy Dowdy, was observed yelling. Tommy was separated from the group. Tommy was unbalanced, had glossy eyes and, an odor of alcohol coming from his breath; indicating that he was under the influence of alcohol.
Tommy advised that his friend, [VICTIM #1], was jumped. The altercation was started and led by a female named Jessica. Tommy attempted to pull [VICTIM #1] out of the altercation and was attacked for doing so. This occurred at [VICTIM #1] residence ([900 BLOCK] Johnston St). Tommy was upset about the situation and did not elaborate any further details.
I then spoke to [VICTIM #1]. [VICTIM #1] was also unbalanced, had glossy eyes and, had an odor of alcohol coming from her breath; indicating that she was under the influence of alcohol. [VICTIM #1] also had bruising around her face that included areas like: under the eyes, the forehead, and cheeks.
[VICTIM #1] advised that she was sitting in her front porch, drinking with Tommy and her mother [VICTIM #2]. Her neighbor Jessica (who resides at [900 BLOCK] Johnston St) came over to her yard and started the incident. Jessica attacked [VICTIM #1] and struck her in the face multiple times. [VICTIM #1] and her group ended up separating and walked to [1000 BLOCK] Johnston St, where Tommy lives.
I then to the party standing at [900 BLOCK] Johnston, starting with [WITNESS #1] (16 yrs old). [WITNESS #1] advised that [VICTIM #1] and [VICTIM #2] came onto her mother’s (Jessica) property. [VICTIM #1] and [VICTIM #2] started the argument and attacked Jessica. Jessica defended herself. Jessica left the scene before officers arrived.
Another female, named [WITNESS #2], advised she witness the incident as well. [WITNESS #2] advised she did not have much to add other than there are cameras on [900 BLOCK] Johnston St and Jessica has access.
[WITNESS #1] was able to speak to her mother, Jessica, on the phone. Jessica advised that she was currently in Darien, GA. I advised Jessica to return back to the city to make a proper statement and to provide access to the front door camera footage. Jessica advised that she would return and provide footage.
I went back to [VICTIM #1] and requested if we could look at her door camera footage. [VICTIM #1] agreed. On the camera I observed, [VICTIM #1] and [VICTIM #2] in an argument with Jessica. [WITNESS #2] and another female was observed standing near them. All parties were in the driveway area of [900 BLOCK] Johnston St ([VICTIM #1]’s residence). Jessica is observed hitting [VICTIM #1] and pushing [VICTIM #2].
I returned back to [1000 BLOCK] Johnston St to speak with [REDACTED]. [REDACTED] advised that she did not witness anything and she called the police when she realized that a fight had occurred.
I then approached Tommy and advised him to give it some time before he returns to the area of [900 BLOCK] Johnston St. Tommy immediately got upset and began screaming at officers on scene. Tommy was advised to calm down. Tommy continued to yell until his family told him to go into his residence.
Tommy continuously walked back in forth between the front door and side walk yelling at officers. He was advised that if he continued this current behavior, he would be arrested for Disorderly Conduct. Tommy went into the residence and continued yelling. A few minutes later, Tommy exit the residence, while yelling.
I approached Tommy and placed him under arrest for City of Brunswick Ordinance 16-22 (Disorderly Conduct). The handcuffs were double locked and check for tightness. A search incident to the arrest was conducted and Tommy was transported to the Glynn County Detention Center (CDC). An ABIS was completed and Tommy was served citation #194168. Tommy was released to the custody of the CDC.
Based on current evidence available, Jessica is looking at possible charges for OCGA 16-5-23.1 (Battery). A follow up will be made in attempt to get a statement and/or camera footage.
