On March 25, 2026 at approximately 0116 hours, I responded to a hit and run at Newcastle Street and 1st Avenue on which a caller called in to advise that she just observed a white vehicle run into what she thought might be a tree in her neighbor’s yard ([600 BROCK] Newcastle Street.)

At approximately 0017 hours dispatch informed me of an automated crash notification in which they were able to get a female on the phone advising she was at [REDACTED BY AGENCY] Hopkin Homes. When I arrived to Hopkin Homes I observed a white Toyota Avalon with a GA tag reading [REDACTED BY AGENCY] the front end had major damage with fluid leaking out, the front windshield was cracked and both the driver and passenger side airbags were both deployed.

Contact was made with Driver 1 (D1) who was sitting in the driver seat of the vehicle with only underwear, a bra and a bonnet, and her flip flops were located on the floor board behind both the gas and break pedal. D1 stated that she didn’t think she had been in a car accident or hit anyone.

When asked if she had any injuries she stated no. When asked where she was coming from she stated a club. D1 stated that she was intoxicated multiple times but did not think she got into an accident. D1 was was advised by me that she had been in an accident and left the scene in which she had no recollection of.

My investigation indicated D1 was at fault for the collision due to improper turn and losing control of the vehicle due to an impairment of alcohol based off of her slurred speech, the odor of alcohol coming off of her breath, her clothes were disheveled, as well as her having to lean on myself or her vehicle to keep herself stable and statements that she gave about being intoxicated.

When V1 was driving Southbound on Newcastle and took a wide turn right onto 1st Avenue D1 lost control of V1 causing V1 to crash into a tree at [600 BLOCK] Newcastle Street. D1 was Northbound on Newcastle Street, crashed out on 1st Avenue then continued Eastbound on 1st Avenue to Amerimart gas station (1001 1st Avenue) where she used the parking lot to make a U-turn to get back onto 1st Avenue heading Westbound.

D1 then takes a right turn onto Union Street where she then makes a left turn onto London Street and then a left turn on Grant Street which leads her final stop in front of [REDACTED BY AGENCY] Hopkin Homes where officers received the automatic crash notification. At final rest V1 was parked facing South bound with fluids leaking from the front end which is how I was able to back-track V1 to the crash at 1st Avenue and Newcastle Street.

D1 was handcuffed in which they were double locked and checked for tightness. She was read implied consent where she agreed to do a blood test for alcohol and transported to the ER for the blood test and jail clearance. While at the hospital D1 stated multiple times that she was intoxicated. Once I received her hospital paperwork she was then transported to the CDC and received two citations; citation #194961 for DUI Less Safe (OCGA 40-6-391( A)(1)) and citation #194962 for Hit and Run – leaving the scene of an accident. D1 blood test sample has been packaged securely and placed into evidence for further GBI testing.
