On 01/22/2026 I (Ofc. SHIPSKIE) responded to [REDACTED BY AGENCY] in reference to a possible sex offense. Dispatch advised that a 12yr old was calling in and advising that their step dad had “done something” but did not know how to explain it. While en route it was advised that the juvenile caller was stated that her step-father had touched her and that she was outside of the home awaiting Officers.

I arrived on scene and observed a juvenile female, identified as [REDACTED BY AGENCY] I spoke briefly with [REDACTED BY AGENCY] asking if she was physically OK and if she could explain a little of what happened. She advised that her step father, later identified as WILLIAM ROGELIO MORALES SALAS, had touched her. I asked if she could show me generally where and she motioned around her crotch area. I asked if it was on her private areas and she said “yes”.

I asked [REDACTED BY AGENCY]if it was only touched and she said “No”. I could see her becoming upset and I decided to cease any further questions in regards to the alleged sexual acts. I cleaned out the front seat of my marked patrol car and asked [REDACTED] if she wanted to sit where it was warm. She agreed and I believed this would make her feel safer. I obtained some personal identifying information from [REDACTED] and also where her mother, later identified as [WITNESS #1], lived. She advised that her mother was living at [REDACTED BY AGENCY] Brunswick PD units were asked to make contact with [WITNESS #1] and advised her that [REDACTED BY AGENCY] was being transported to the Brunswick ER for evaluation.

While there I spoke briefly with spoke with [WITNESS #1] via a translator (Ofc. OWENS #157). I gathered personal identifying information for her and her other two children. I also confirmed that [REDACTED BY AGENCY] was her daughter with a separate father, but that the other two children in the home were hers and SALAS’s. A children’s advocate from Safe Harbor arrived at the ER and after being discharged all parties were relocated to the Safe Harbor Children’s Advocacy Center for further interview. Once this was completed I returned to service.
