On 08/29/2025 at 0200 hours I was dispatched to the Wendy’s at 2111 US-41 in reference to a male subject doing indecent acts inside of the restaurant.

Upon my arrival, I met with the complainant, [WITNESS #1]. [WITNESS #1] advised he observed a male inside of Wendy’s with his hands on the inside of his hoodie making an up and down motion near his groin area. [WITNESS #1] advised he did not see the subjects genitals but he believed he was mast*rbating due to his jacket shaking and his hand being near his groin area. [WITNESS #1] stated “his hands were in his pocket like they are now, whole jacket shaking like he was trying to rub one out.” [WITNESS #1] advised it was clear what the subject was doing.

I then entered Wendy’s and observed the male subject with both of his hands on the inside of his hoodie. At 0214 hours the subject was placed under arrest. Cuffs were placed to the rear, double, locked, and checked for proper fit. I then identified the subject as Jorge Reyes. I read Jorge his Miranda Rights and he shook his head side to side which indicated he would not.

Pilot employees they had camera footage of the incident, but due to the clarity of the footage I was unable to see what was happening. I did observed Jorge with his hands on the inside of his hoodie with his hand in his groin area.

At approximately 0230 hours I transported Jorge to the Gordon County Jail where he was released for booking.

A state warrant for Public Indecency has been applied for.
