On Saturday, February 15, 2025 at approximately 1647 hours, Deputy G.B. SHIPMAN, with the Gordon County Sheriffs Office Uniform Patrol Division, was dispatched to [700 BLOCK] Belwood Rd, Calhoun, Gordon County, Georgia in reference to a private property hit and run crash.

Upon arrival, Deputy SHIPMAN met with the victim, Mr. [VICTIM #1], who stated that a white female driving a blue Nissan Xterra backed out of a parking spot and struck Mr. [VICTIM #1] vehicle. Mr. [VICTIM #1] stated that subjects on scene advised him the drivers name was KELLY LIVELY. Deputy SHIPMAN was able to obtain video footage of the crash and of the suspect vehicle leaving the parking lot. Deputy SHIPMAN was also able to determine the tag number on the suspect vehicle [REDACTED]. Deputy SHIPMAN ran the tag number through GCIC and the vehicle returned with Ms. LIVELY being the registered owner. Deputy SHIPMAN searched for the remainder of the day for the suspect vehicle without success. Deputy SHIPMAN contacted the phone number attached to Ms. LIVELY’s license and spoke to her father who stated that he had not seen Ms. LIVELY in several days and she does not own a phone but would let her know to contact Deputy SHIPMAN as soon as possible.

On Sunday, February 16, 2025 at approximately 1343 hours, Deputy SHIPMAN was dispatched to 2700 U.S. Hwy 41 N., Calhoun, Gordon County, Georgia in reference to Ms. LIVELY wanting to speak about a hit and run. Upon arrival Deputy SHIPMAN spoke with Ms. LIVELY who stated that she was sorry and she was there to make it right. Ms. LIVELY stated that she was dropping one of her friends off at the Citgo on Belwood Rd. Ms. LIVELY stated that she is not allowed to be at the Citgo so she was dropping her friend off and leaving. Ms. LIVELY stated that after her friend got out of her car she backed up and began turning her steering wheel. Ms. LIVELY stated that she was too close to the victim’s car and struck it as she was backing up. Ms. LIVELY stated that she knew that she hit the vehicle but she was scared and left. Ms. LIVELY stated that she felt bad and needed to make the situation right.

After gathering video footage of the incident, determining the vehicle belonged to Ms. LIVELY, subjects on scene advising that she was the driver and with Ms. LIVELY’s recorded confession of the incident Deputy SHIPMAN arrested Ms. LIVELY for Hit and Run. Ms. LIVELY was walked into the Gordon County Jail and turned over to jail staff without incident.
