On November 16, 2025, at approximately 0221 hours I, Officer Ayala responded to [REDACTED BY AGENCY] in reference to the complainant/offender (Mr. Masom Allen) advising there was juveniles in the area fiashing lights at his residence. Mr. Alen called a total of three times to report the same issue. Mr. Allen called on 11/15/25 at approximately 2343 hours, again on 11/16/25 at approximately 0150 hours and a third time on 11/16/25 at approximately 0221 hours. Each time Mr. Allen called, he was reporting the juveniles he was seeing. Mr. Allen was advised each time that there was no one outside.

Upon arrival, I met with Mr. Allen, who was near the wood-line behind his residence with a flashlight. I then asked Mr. Allen to walk to the front of his residence so he could talk to me. As Mr. Allen was walking, I observed he had an orange in color foldable knife in his right hand. I also observed Mr. Allen stop walking and point towards random residence’s advising he was seeing people. I then advised him there was no one there.

Once at the front of his residence, I asked Mr. Allen for his knife. I then secured his knife in my vest pocket and obtained Mr. Allen’s information for this report. I then asked Mr. Allen to place the items in his hands on the hood of his vehicle. Once his hands were empty, I placed Mr. Allen under arrest for Misuse of 911. I then explained to Mr. Allen that every time an officer had went out for his call, we were unable to locate anyone and was pointing at people that were not there. I then had EMS medically clear Mr. Allen. EMS advised he was alright and in no need of medical attention.

Mr. Allen was then placed in the right rear seat of my patrol vehicle. Mr. Allen’s wife advised officers on scene that Mr. Allen was a recovering addict for Methamphetamine and had recently relapsed approximately one week prior to tonight. Mr. Allen’s actions could be a result of Mr. Allen’s relapse.

I then transported Mr. Allen to the Gordon county jail without incident where he was turned over to jail staff for booking.

A state warrant was taken for the charge of Misuse of 911.
