On 04/03/2024 at approximately 14:29 hours, I was dispatched to 200 S Line St in reference to a report of two juveniles kicking an older male subject down the stairs. When I arrived on scene, I spoke with Mr. [VICTIM #1]. I asked Mr. [VICTIM #1]’s mother, Ms. [REDACTED], if I could speak to her 14-year-old son and she advised that I could. Mr. [VICTIM #1] advised that he was standing on the top of the stairs at the apartment complex when Mr. Terrance Finley started coming up the stairs. Mr. [VICTIM #1] advised that Mr. Finley was yelling at him and trying to start an argument. Mr. [VICTIM #1] advised that Mr. Finley then tried to hit him a couple of times, at which point Mr. [VICTIM #1] kicked Mr. Finley and Mr. Finley fell down the stairs.

After speaking with Mr. [VICTIM #1], I spoke with Mr. Finley. Mr. Finley advised that he was walking down the sidewalk of the upstairs apartments toward the stairs. Mr. Finly advised that Mr. [VICTIM #1] ran after him and kicked him down the stairs. Mr. Finley advised that Mr. [VICTIM #1]’s pit bull had “torn up” his leg. I observed a couple of marks on Mr. Finley’s lower left leg.

After speaking with both parties, I spoke with apartment staff, who advised that the incident was caught on security camera footage. As I watched the security camera footage, I observed Mr. [VICTIM #1] coming to the top of the staircase and Mr. Finley walking up the stairs. Mr. [VICTIM #1] and Mr. Finley were speaking with one another when Mr. Finley attempted to punch Mr. [VICTIM #1]. It appeared that Mr. Finley did not make contact at first. Mr. Finley and Mr. [VICTIM #1] resumed talking for a moment, after which Mr. Finley once again attempted to punch Mr. [VICTIM #1]. Mr. [VICTIM #1] reacted in self defense.

Mr. [VICTIM #1] attempted to kick Mr. Finley away from him, however Mr. Finley only took one step down on the staircase. Mr. Finley once again attempted to hit Mr. [VICTIM #1], at which point Mr. [VICTIM #1] kicked Mr. Finley a second time, which resulted in Mr. Finley falling down the stairs. I asked dispatch to have an ambulance enroute to check on Mr. Finley. When EMS arrived, Mr. Finley was checked over and medically cleared. Animal Control was called in reference to the dog bite.

Mr. Finley was handcuffed, searched, and placed in the cleared back seat of my patrol car. Mr. Finley was transported to the Gordon County Jail without incident.

Warrants were taken for Mr. Finley for Cruelty to Children first degree and Battery.
