On November 5th, 2025, at 0133 hrs, I, Officer Carlos Orozco, responded to a suspicious person call at [700 BLOCK] Bell Alley where I made contact with the complainant, [VICTIM #1].
She stated that a hispanic male with short black hair, white or gray sweatshirt, black jeans and no shoes was knocking on her door and was caught on her ring camera. [VICTIM #1] stated that she asked him to leave and he stayed around and continued to knock on the door for several minutes. [VICTIM #1] advised her house was not the only one where this hispanic male knocked. She saw that he knocked on other houses next to her. I asked her which way he traveled which she said he had cut through a path that goes towards Valero.
Myself and other officers drove around the area attempting to locate this subject. I was traveling southbound on 3rd St NE when I observed a hispanic male matching the same description [VICTIM #1] had given. I stopped my patrol vehicle and attempted to make contact. The suspect then kept walking away while looking towards my direction. I told him in Spanish that I was a police officer and to stop. The suspect then took on foot running towards the Valero where he was apprehended. He was heavily intoxicated and smelled of alcohol.
The suspect was identified as Bryan Alberto Velazques-Perez. The subject had also been previously barred from Valero. Valezques-Perez was placed under arrest and transported to CPD where he was processed. He was charged by city citation with loitering and doc (public intoxication).
ICE was contacted by declined to place a detainer on him. He was also wanted out of Ashburn, Georgia but they declined to place a hold on him. He was transported to GCDC to await bonding.
