On 4/27/2025, I, Lt Newsom, responded Code one to [100 BLOCK] Chattahoochee Street in reference to rape that had already occurred. Upon arrival I met with the complainant identified as [WITNESS #1], the mother of the victim identified as identified as [REDACTED BY AGENCY] I had the cousin of [REDACTED BY AGENCY] translate for me identified as [WITNESS #2] [REDACTED BY AGENCY] who stated that [WITNESS #1] had left to go to the store and stated that while she was gone [REDACTED BY AGENCY] had left to go meet an individual identified as Carlos Pablo where he forced her to have sex with him.
Due to the claim I contacted on call CID and spoke with Lt. Hunt who was informed of the situation and needing his assistance he and Sgt. Arnold responded to the scene. Prior to their arrival I informed [WITNESS #1] that a SANE Kit would need to be preformed as well as her clothing collected. [REDACTED BY AGENCY] had took [REDACTED BY AGENCY] phone and was translating the messages between the two on Snapchat which revealed Carlos Pablo asking several times for [REDACTED BY AGENCY] to come see him. These messages were captured by picture on [REDACTED BY AGENCY] cell phone.
It was discovered that the incident had occurred at [100 BLOCK] Ivie Street that was pointed out on a google map application. [WITNESS #1] informed us that she was concerned about [REDACTED BY AGENCY] becoming pregnant due to Carlos ejaculating inside her. I informed her that the nurse would be able to give them options regarding this concern. Once Lt. Hunt arrived on scene he explained the process moving forward and evidence was taken to the Cornelia Police Department.
Sgt Arnold advised for us to try and make contact with Carlos Pablo in order to bring him to the Cornelia Police Department for an interview. Officer Baker and myself traveled to [100 BLOCK] Ivie Street and attempted to make contact with Carlos. Shortly after arriving a vehicle pulled into the driveway and spoke with Carlos’s sister in law and through translation she informed me that Carlos was back at [100 BLOCK] Chattahoochee Street speaking with the victims dad and was trying to confess.
Once back at [100 BLOCK] Chattahoochee street we made contact and identified Carlos Pablo and escorted him to the police department where he was turned over to investigations.
