On 7/26/2025, I, Officer Newsom, was patrolling in the area of Georgia 385 when I observed a 2014 Chevrolet Traverse [REDACTED] operating with its diver side low beam out. Due to this equipment violation I turned my patrol vehicle around and pursed the vehicle to conduct a traffic stop. I initiated my emergency lights on the vehicle and it pulled into the parking lot of Midtown Grill. Once the vehicle came into the parking lot it appeared to accelerate towards the back of the building before stopping quickly and I observed a black male flee from the driver seat to the wood line behind Midtown Grill. The male was wearing a taco bell uniform and was carrying a back pack with him.
I had dispatch contact the registered owner of the vehicle identified as Brianna Duckworth, who stated she did not know who had her vehicle and that it was stolen. Due to the suspect wearing a taco bell uniform I had Officer Schoenholz travel to Taco Bell to inquire about their possible employee. Officer Schoenholz informed that the manager on duty told her that it was Christopher Harley who was coming back from his lunch break and was driving a suv described as the one I conducted the traffic stop with.
Due to Farley fleeing on foot I requested assistance from the Habersham County Sheriff’s Office as well as Baldwin Police Department for K9 apprehension. Once on scene K-9 Hulk made contact with the male in the wood line behind Midtown Grill where Harley threw his back pack at the Hulk and took flight further into the woods. I retrieved the book bag and searched it locating a small amount of a green leafy substance suspected to be marijuana along with a glass smoking pipe, his wallet containing his id and debit card and social security card.
His information was entered into GCIC/Habersham County Dispatch which returned stating he was not licensed and had an outstanding probation warrant for his arrest out of Henry County with the original charge of obstruction of law enforcement and theft by shoplifting.
K-9 Hulk had to be removed from the track due to possible exposure to heat exhaustion and a drone was deployed from the Baldwin Police Department in an attempt to locate Harley. Shortly after Habersham County Sheriff’s Deputy Coffee made contact with a vehicle while on perimeter that stated they were in the area looking for their lost dog. The occupants of the vehicle turned out to be in fact Harley’s sister and a friend who later admitted to trying to locate Harley. Consent was given to look at their cell phones which showed communication with Harley as long as the registered owner of the vehicle, Duckworth.
These messages are attached to the report and showed that Duckworth had reached out to [WITNESS #1] and told them that “Bookie” was on the run and told them that she had reported her call stolen to avoid Harley getting into trouble.
Due to not able to locate Harley and the cooperation from the other parties on scene the track was called off to locate him at a later date. The vehicle was towed by Cantrell’s Towing and items from Harley’s back pack were took into evidence. I traveled to Duckworth’s address to speak with her in regards to her false report of her car being stolen. While speaking with Duckworth she stated that she had no idea who had took her car and had last seen it the day prior around 2030 hours. Duckworth filled out a voluntary statement form signing that she had no knowledge of who had possession of he vehicle at the time of the incident.
Warrants were issued for Duckworth’s arrest for false report of a crime, and false statements in writing. Warrants were issued for Harley’s arrest for Headlight requirement, driving without a valid license, possession of marijuana, possession of drug related objects, and obstruction of law enforcement and were signed by Magistrate Judge Thomas.
