On Sunday May 10, 2026, Cpl. N. Epperson arrived at Habersham Retreat, Stonecypher building in reference to Indecent Exposure.
Upon arrival I met with complainant [REDACTED BY AGENCY] at Habersham Retreat. [REDACTED BY AGENCY] advised me that a resident, [REDACTED BY AGENCY] of room [REDACTED BY AGENCY], daughter, [REDACTED BY AGENCY] called and said that an Asian Male entered [REDACTED BY AGENCY] room and masturb*ted and left.
[REDACTED BY AGENCY] advised that [REDACTED BY AGENCY] told her she saw the unknown male on [REDACTED BY AGENCY] camera inside her room and she gave the description of an Asian male wearing Khaki pants. [REDACTED BY AGENCY] then advised that she thought she saw the male walking down Park Ave. I gave the information to Officer Whitaker who was in the area attempting to locate the unknown male.
The daughter, [REDACTED BY AGENCY] arrived on scene and she went to room [REDACTED BY AGENCY] to check on her mother and showed me where the camera was located inside the room. (Camera is located near [REDACTED BY AGENCY] chair in front of the tv on the tv stand in the corner facing the entrance to the room and entrance to the bathroom.) [REDACTED BY AGENCY] showed me the video footage (the time the male entered and exited the room was 18:18.).
I observed on the video, A tall Asian male wearing glasses, navy blue shirt, Khaki shorts and tennis shoes walk into the room while [REDACTED BY AGENCY] was in the bathroom. The male puts his hands near his private parts and starts masturb*ting, he backs away to the hallway inside the room, as you see [REDACTED BY AGENCY] come to the door of the restroom then [REDACTED BY AGENCY] walks back inside the bathroom out of site (on a walker) and the male walks back toward the bathroom and starts moving his hands back and forth harder and faster as he walks toward the restroom door, then the male turns and exit the room turning right into the hallway. [REDACTED BY AGENCY] contacted her boss and they immediately locked the facility down. All buildings were locked and each resident room was checked for the unknown male.
One witness, [REDACTED BY AGENCY] was located. [REDACTED BY AGENCY] advised that he was sitting in the rocking chairs out front of the Moore Building. [REDACTED BY AGENCY] advised that the male from the video drove a black in color Honda or maybe a sports car and parked in front of the Stonecypher building. [REDACTED BY AGENCY] said the male then walked inside the Moore building but shortly walked back out.
[REDACTED BY AGENCY] said that he asked the male if he was looking for someone and the male said no and walked inside the Stonecypher building using the left door. [REDACTED BY AGENCY] said that he went inside the side door closest to the Moore building and he walked down the hall, but he did not see the unknown male again till he saw him exiting room [REDACTED BY AGENCY]. [REDACTED BY AGENCY] said he never saw him again.
Deputy Helcher K-9 with Habersham County was on scene and assisted Officer Whitaker at Hamby Mountain and me at the Retreat attempting to locate the unknown male. I did try and capture from [REDACTED BY AGENCY] video a steal shot of the male to send to other officers. Because it was from a cellphone to a cellphone the photo is blurry. [REDACTED BY AGENCY] did email me copies of video in which I did forward them to Investigator Sgt. Reeves.
NOTE: [REDACTED BY AGENCY] did did have camera footage from Retreat checked and nothing was located of the male or the suspect vehicle.
