On the previous listed date and time I responded to the listed address reference a custody dispute. Dispatch was utilizing language line because complainant / victim 1, [REDACTED BY AGENCY] (spanish speaker), was calling stating the offender (father of the kids), Elias Munoz-Ramos, came and took their kids, victim 2, [REDACTED BY AGENCY], [REDACTED BY AGENCY]’s custody without her permission.
Upon my arrival I met with [REDACTED BY AGENCY], who I remembered from the last year for the same incident. I asked her what happened, and she stated, Elias came over wanting to take the kids home with him, but when [REDACTED BY AGENCY] did not allow him, he grabbed the kids and car seats and put them in the vehicle and left the scene. I had dispatch contact the jail and advise if there was any bond conditions, and they advised yes, Elias had a “no-contact” order from the previous time he kidnapped the kids.
[REDACTED BY AGENCY] stated Elias was in a black Volkswagen Jetta, but not the same one as last time, and another ofticer had unknowningly had the tag on his License Plate Reader, and it retuned to [REDACTED]. I asked [REDACTED BY AGENCY] where he would be heading, and asked If it was the address on Slaighton St in Cornelia, and she stated she did not know, but Elias’s nephew who was on scene stated he thought Elias was heading to [300 BLOCK] Pinewood Ln, Cornelia Ga.
All the informations was relayed over radios, and Sgt. Vaughn #123 and Lt. Hicks #110 responded to the Pinewood address and located the vehicle. Sgt. Vaughn had contact with Elias and placed him under arrest. [REDACTED BY AGENCY] responded to the Pinewood address and took custody of the kids. Lt. Cason #109 transported Elias to the county jail and released him to the jail staff.
I applied for and recieved warrants against Elais for kidnapping x2, Aggravated stalking x3, and cruelty to children in the 3rd x2.
The Habersham County Sheriff’s Office jail staff also has copies of the original bond conditions.
