[NARRATIVE #1 on October 14, 2025]

On 10/14/2025 at 1639 hours, I, Deputy Townsend was dispatched and responded code one to Kandy Kane Learning Center located at 1301 US Hwy 441 Clarkesville, GA in reference to a suspicious person who we had received numerous calls about all day. The female, later identified as Elizabeth Norvell, had been criminally trespassed earlier in the day and taken to Northeast georgia Medical center Habersham for a psychological evaluation, but was released a short time later.

We received calls that she went to a doctors office on Adams Drive and she was then trespassed from there. Elizabeth continued walking up US Hwy 441 and went to the Habersham County Ambulance station office and was looking into vehicles and telling them she wanted a ride to Tallullah Falls. That is when Elizabeth made her way to Kandy Kane Learning Center and sat on the bench in front of the doors to enter the classrooms.

[REDACTED BY AGENCY] moved a chair to the far edge of the parking lot for Elizabeth to sit in and called Elizabeth’s brother in Atlanta to come pick her up. I heard her brother state that he could not get there until after 1930 hours.

As soon as I pulled into the parking lot Elizabeth kept saying “no, no, no” while walking away from me and walked to the Space Station Storage Unit next door (1345 US Hwy 441 Clarkesville, GA). [REDACTED BY AGENCY] advised me that Elizabeth said that she has a storage space at that storage warehouse. Elizabeth walked to the keypad and entered a code which did indeed open the locked gate and she went inside. She repeatedly walked around the outside of the property (inside the fenced in area) and kept yelling and screaming at us while we were still on the far side of the parking lot. I informed Elizabeth if she kept yelling and cursing I would take her to jail for disorderly conduct and she told me that I would not.

During this time I stayed while numerous parents were picking up their children and the parents and the children appeared fearful and scared of the way Elizabeth was behaving. At one point [REDACTED BY AGENCY] screamed at Elizabeth to stop yelling and cursing because she was scaring the children and their parents, but that did not deter her from continuing.

I obtained the gate code to the storage gate from [REDACTED BY AGENCY] and as I opened the gate I exited my vehicle to approach Elizabeth. Elizabeth turned around and was trying to fast walk away from me. I was able to grab her right arm and start placing handcuffs on her right wrist before she started actively resisting causing me to escort her to the ground to gain control of her so I could finish handcuffing her.

While I was placing the handcuff on her left wrist she began kicking me. I was able to check the handcuffs for proper fit before double locking them. I sat Elizabeth up, but she refused to stand up and continued to scream, curse, and call me names. Lt. Kemp arrived on scene to enter the code to allow us to exit the fenced in area. Elizabeth refused to stand or walk so Lt. Kemp and I had to carry her to the rear of my patrol vehicle.

I was able to search Elizabeth incident to arrest and found no contraband. Lt. Kemp and I had to place her in the rear seat of my patrol vehicle because she refused to get in and was actively resisting again. Lt. Kemp went to the drivers side rear door to hand me the seat belt so I could buckle Elizabeth in for her safety.

While I was trying to buckle her in she threw her head within a couple inches of my face. I was afraid she was going to head butt me in the face or spit in my face so I used my right hand palm side to cover her entire face and push her head away from me. I held her head while I seat belted her into the vehicle before shutting the door. I notified dispatch that I was enroute to the Jail with a female who was fighting and to notify the jail we would arrive shortly.

The entire way to the jail Elizabeth was yelling, screaming, cursing, and threatening me. When we arrived at the jail numerous jailers met me in the sally port to assist in getting her inside. Elizabeth refused to exit the patrol vehicle after I unbuckled her so I pulled her from the vehicle and handed her over to jail staff. Elizabeth continued to fight and curse jail staff so she was placed into the wrap for her protection along with jail staff’s protection.

I checked the rear seat of my patrol vehicle before and after transport and it revealed no contraband. I have taken two warrants for Felony Obstruction of an officer (warrant #’a 25MW-1427F and 25MW-1428F) and a warrant for Disorderly conduct (warrant # 25MW-1426M) out on Elizabeth Norvell.

[NARRATIVE #2 on October 14, 2025]

On October 14, 2025 at approximately 1736 I, LT. KEMP, EUGENE went to 1323 Highway 441 Clarkesville, Georgia to assist DEPUTY TOWNSEND, ANDREA on a subject named NORVELL, ELIZABETH she had in custody.

Upon arrival I got the gate code from D/S TOWNSEND to open the gate up and help pickup NORVELL and escort her to the passenger side of the patrol car. NORVELL refused to get in and I went to the driver side rear passenger door and reached in and grabbed NORVELL pants at the waist and pulled her in. NORVELL then tried to slam her head and spit onto D/S TOWNSEND. D/S TOWNSEND put her hand onto NORVELL head to keep NORVELL head back. I then handed D/S TOWNSEND the seatbelt and NORVELL was seatbelted in.
