On the date of 05/19/2025 at the approximate time of 10:00 AM I Deputy Vaughn was dispatched and responded code 1 to a report of suspicious activity on Ivy Mountain Road near [2000 BLOCK] Ivy Mountain Road, Clarkesville, Georgia 30523. Dispatch advised the caller was driving to her home at [2000 BLOCK] when a woman was standing in the roadway screaming at her as she passed her. While en route to this call Dispatch advised the caller stated the female walked onto her property and was standing by her vehicle screaming and staring at her through the windows of the truck. The suspect then walked back into the roadway and began stripping her clothes off while screaming and singing in the middle of the roadway.
I arrived on scene at [2000 BLOCK] Ivy Mountain Road and made contact with the complainant / victim. [VICTIM #1] stated she was coming home from town and shortly before her residence was met in the roadway by the suspect screaming and acting crazy. [VICTIM #1] said she then pulled into her drive way and the suspect followed her and approached her truck in a unsettlingly manner while still screaming and acting crazy. [VICTIM #1] stated that after staring at her for a few minutes the suspect walked back into the roadway and began stripping all of her clothes off while still screaming and singing. [VICTIM #1] had video footage of the suspect naked in the roadway as well as video footage of the suspect on her property acting oddly and screaming at her inside the truck. [VICTIM #1] noted that she watched the female suspect walk into the trailer located at [1900 BLOCK] Ivy Mountain Road shortly before I arrived on scene. I obtained copies of the videos and then went to the alleged house the suspect was located in.
I approached the front door and asked the resident that answered if someone matching the description was inside the home. the home owner identified her sister as Elizabeth Tench and went and got her to come to the door. When I observed Elizabeth I identified her as the suspect from the videos and placed her under arrest for Disorderly Conduct and Public indecency. I handcuffed Elizabeth behind her back double locked and then had her searched incident to arrest. Elizabeth was then placed in the rear seat of my patrol vehicle and seat belted in.
I transported Elizabeth to the Habersham County Detention Center without incident. A rear seat check was completed prior to and after transporting Elizabeth for contraband. No contraband was located. I obtained arrest warrants for Disorderly Conduct and Public indecency signed by Magistrate Judge Thomas.
