On Monday July 27, 2026, I, Sgt. Epperson arrived at [REDACTED BY AGENCY] Whispering Woods Circle in reference to a stolen vehicle. Prior to arrival dispatch advised me that this vehicle, Grey in color Jeep Cherokee Latitude (Ga tag [REDACTED]) recovered earlier this date on Gainesville Highway by deputy Dorsey with Habersham County Sheriff’s Office for being abandoned wrecked 250 ft down an embankment.

Deputy Dorsey arrived on scene with me. I met with the victim, [REDACTED BY AGENCY] who advised that she had her keys inside her room with her. [VICTIM #1] advised that she knew her vehicle was in her driveway around 0100 hours on this date but noticed the vehicle missing possibly around 1430 hours. [VICTIM #1] could not speak English, and we did not have an interpreter available. An unknown male that was a neighbor from [REDACTED BY AGENCY] helped communication

Another male on scene, Isaac Jimenez-Matias (Ga OLN:[REDACTED BY AGENCY]) advised that he and his cousin Francisco took [VICTIM #1]’s vehicle and that Francisco was driving but when they wrecked Francisco took off running and no where to be found. Matias advised that they both have been drinking. Matias had a very strong odor of an alcoholic beverage coming from his person.

Investigator Sgt. Reeves arrived on scene. Matias yelled at Reeves and asked if he was ICE. Then Matias started screaming something in Spanish toward Reeves. Matias then would get quiet. Sgt Reeves went inside the residence with [VICTIM #1] to speak about the stolen vehicle and that time Matias went to the door of the home and jerked it opened demanding to know why Reeves was inside the house.

I asked Matias to come out and sit on the steps and he sat down. Matias got up again and I told him to stay seated. When Matias got up again, I placed him in handcuffs. Matias could barely stand without being supported so I walked him to my patrol vehicle and secured him in the back seat. Matias was agitated and would not follow directions. I placed him under arrest for disorderly conduct.

Officer Fusco with Alto came out to assist with Spanish for the victim then Ofc. Fusco transported Matias to Habersham County Jail. The Jail Sgt would not accept Matias until he was medically cleared up since he was involved in an accident and appeared to be very intoxicated. I met Ofc. Fusco at the Habersham Medical Center to stand by Matias until he was medically cleared.

Investigator Sgt Reeves arrived at the hospital, and he heard Matias tell the medical staff that he did not hit anyone and that he just hit a tree. Because of the spontaneous utterance of admitting Matias took and drove the stolen vehicle warrants were obtained by Sgt. Reeves. Medical personnel completed several blood and imaging tests on Matias, and he was released medically from Habersham Medical Center. I transported Matias to Habersham County Jail and released him to Detention. At the jail I did complete Victim notification for the victim since she did tell Sgt Reeves she wanted to be notified of all proceedings.

Sgt. Reeves obtained the following warrants on Matias:

Theft by taking a motor vehicle
Disorderly conduct
Driving without a valid driver’s license
