On Monday February 2nd, 2026 while on duty with the Baldwin Police Department, I, Cpl. John Groves was dispatched via radio to [REDACTED BY AGENCY] Whispering Woods Cir. Cornelia, Georgia to a possible intoxicated person attempting to make entry to his own residence. There were several different callers in reference to this call and a strong language barrier. Due to the unknown nature of the call, I responded emergency (emergency equipment activated) to this location.
Upon arrival, I requested that Habersham County Dispatch clear the radio frequency for emergency traffic. I then made contact with a Hispanic male exiting [REDACTED BY AGENCY] Whispering Woods Cir. I instructed the male to step off the porch and meet me. I observed that he appeared extremely uneasy and was slow to respond to commands. Upon contact, I detected a strong odor consistent with alcoholic beverages emitting from his breath and person. His eyes were extremely bloodshot, glassy, and watery. I conducted a Terry frisk of the individual for weapons and had Officer Aina speak with him while I made contact with individuals inside the residence.
Upon entry, I made contact with a younger Hispanic female who was uncooperative in providing details regarding the incident. I repeatedly asked if anyone else was inside the residence; however, she shrugged her shoulders and refused to answer. It was unclear whether this was due to a language barrier or her unwillingness to cooperate. Based on the circumstances, I determined it was necessary to conduct a protective sweep of the residence to identify any additional occupants, potential victims, or witnesses.
During the protective sweep, I made contact with two Hispanic females in a rear bedroom. They stated that the male subject had broken the bedroom window from the outside while one of them was attempting to sleep. Both females advised that they did not speak English and were unable to provide further details. Through limited Spanish and broken English, I gathered that the male subject was heavily intoxicated and had been drinking excessively.
I exited the residence and escorted the male subject to Officer Aina’s patrol vehicle. I placed his hands behind his back, applied handcuffs (checked for proper fit and double-locked), and secured him in the rear seat of the patrol vehicle with a seatbelt.
The male subject was later identified as Isaac Matias-Jimenez (DOB: [REDACTED]).
Matias-Jimenez was charged with Disorderly Conduct and Public Drunkenness. Criminal Trespass was not pursued due to the lack of cooperation from other involved parties. Officer Aina transported Matias-Jimenez to the Habersham County Sheriff’s Office Detention Center, where he was turned over to jail staff without incident.
