Officer’s Narrative:

On the previous listed date and time I responded to the listed address reference a juvenile complaint.

Upon my arrival I met the complainant, Jamie Kimbrel. Jamie stated her daughter, [REDACTED BY AGENCY], has not been listening to her. This morning, 04-20-2026, at about 0700 hours, Jamie stated she went to get [REDACTED BY AGENCY] up for school, but she refused to get out of bed. Jamie showed me a video of her trying to pull the covers off of [REDACTED BY AGENCY] kept screaming at Jamie to stop touching her, and stated she would get up when it was closer time to go to school.

Jamie stated she was told by the school counselor to not to engage with [REDACTED BY AGENCY] but to call 911. In the video Jamie showed me it was apparent something transpired before the video started, and Jamie was talking very softly and calm, seeming to not be bothered by the way [REDACTED BY AGENCY] was acting.

I told Jamie corporal punishment was still legal in Georgia as long as it was in the appropriate areas. Jamie stated she could not “whoop” [REDACTED BY AGENCY] because [REDACTED BY AGENCY] was bigger and stronger than her. Jamie stated she asked [REDACTED BY AGENCY] if she wanted her electronics taken away or cheer competition taken away and [REDACTED BY AGENCY] told Jamie she was not getting either taken away. I advised Jamie I would go inside with her to collect the electronics.

When we went inside [REDACTED BY AGENCY] was on a recliner on her phone. Jamie looked at me and I gave her a hand wave to “proceed” with [REDACTED BY AGENCY]. Jamie went over to [REDACTED BY AGENCY] and stated in a very soft voice “I’m going to need you to give me your phone, apple watch, and Ipad”. [REDACTED BY AGENCY] started arguing with Jamie, but I advised [REDACTED BY AGENCY] she was going to give her phone to her mother, and [REDACTED BY AGENCY] stated “I’ve had my hand out this whole time but she has not grabbed it yet”. Jamie grabbed [REDACTED BY AGENCY] phone and asked about the watch and Ipad. [REDACTED BY AGENCY] stated she had already gave Jamie the watch, and the Ipad was upstairs in her room.

[REDACTED BY AGENCY] stated she was not going into her room because there was a wasp. Jamie asked [REDACTED BY AGENCY] again, but then looked at me to intervene. I advised [REDACTED BY AGENCY] she was going to go get the Ipad or I was going to drag her out of the chair to go get it. Jamie did not say anything, and after about five seconds I pulled [REDACTED BY AGENCY] out of the chair to escort her up to the room to get the Ipad. When we got to the bedroom [REDACTED BY AGENCY] handed me the Ipad, and started crying.

[REDACTED BY AGENCY] started telling me about how Jamie hit her in the face this morning, before Jamie started recording her. I advised [REDACTED BY AGENCY] I saw the video, but it was apparent the was things that was said, or possibly done before the recording started. [REDACTED BY AGENCY] stated she has been hit multiple times in the past by Jamie. I explained to [REDACTED BY AGENCY] that Jamie had every right to use corporal punishment, and [REDACTED BY AGENCY] stated “but she hit me in the face”. I explained that a slap in the face has deemed acceptable as a “knee jerk” reaction according to case law, but only as a quick reaction.

[REDACTED BY AGENCY] stated that it has been worse than just a slap in the past. [REDACTED BY AGENCY] stated there was a previous DFACs case where she was placed in her sisters care, [REDACTED BY AGENCY]. [REDACTED BY AGENCY] stated during the time with her sister, Jamie would make suggestive remarks about harming herself or [REDACTED BY AGENCY] if [REDACTED BY AGENCY] was taken away from her.

[REDACTED BY AGENCY] stated Jamie was also mentally and emotionally abusive towards [REDACTED BY AGENCY] by calling her names such as crazy, and psycho. Jamie would also make subjective remarks towards [REDACTED BY AGENCY] that she would harm herself. I advised [REDACTED BY AGENCY] I would contact DFACs again to attempt to get a welfare check done to be a middle ground. [REDACTED BY AGENCY] stated Jamie was an amazing mom when she was sober, but when Jamie starts drinking thats when she gets physically and mentally abusive.

I went outside to talk with Jamie, and she immediately started getting defensive, stating [REDACTED BY AGENCY] was lying about everything and she was doing the best she could being a single parent. Jamie stated [REDACTED BY AGENCY] father did not want anything to do with [REDACTED BY AGENCY]. Jamie stated she worked very hard to go out of her way to provide things to [REDACTED BY AGENCY]. Jamie specifically stated she allowed [REDACTED BY AGENCY] to do competition cheer, and even provided her with food.

I advised Jamie that due to the allegations I was told, I was going to contact DFACs, and before I could finish Jamie jumped up and started yelling “this is why I don’t call yall, because yall don’t do a fu*king thing”. Jamie proceeded to enter the house and shut the door. I gave Jamie a moment to come back and started walking to my patrol car. As I sat down I observed Jamie come back onto the porch and sit down, and I asked her if she wanted to finish talking and Jamie threw her hands out and stormed back inside the house.

At about 2215 hours, I was dispatched back out to the address, this time [REDACTED BY AGENCY] was calling and dispatch stated she was frantic, and crying because she found her Jamie, talking to her sponsor about how crazy [REDACTED BY AGENCY] was and how [REDACTED BY AGENCY] was a terrible, unruly child. [REDACTED BY AGENCY] heard her Jamie “mute” the phone and open a canned beer. [REDACTED BY AGENCY] observed the beer and confronted Jamie about it, and again Jamie stated she was lying.

When Deputy Ivester #130 and I arrived on scene we proceeded to the front door where we could hear [REDACTED BY AGENCY] screaming “get your hands off of me, stop touching me”. I turned the handle and opened the door, and found Jamie standing about 3 feet in front of [REDACTED BY AGENCY] with the phone in [REDACTED BY AGENCY] face. I escorted [REDACTED BY AGENCY] out of the house while Deputy Ivester Talked to Jamie.

[REDACTED BY AGENCY] told me that she heard Jamie mute the phone and open a beer, but Jamie told [REDACTED BY AGENCY] she was crazy and she needed to go to a psych-ward. [REDACTED BY AGENCY] who was still struggling to catch her breath stated, she knew she saw the beer and when Jamie started chasing her around the house she was scared Jamie was going to physically harm her. It was until [REDACTED BY AGENCY] grabbed Jamie’s phone and started calling 911 that Jamie’s demeanor changed from angry to overly nice.

Jamie allowed [REDACTED BY AGENCY] to call and talk to the dispatcher, and the dispatcher asked [REDACTED BY AGENCY] is she needed to stay on the phone and [REDACTED BY AGENCY] stated “no I have to give the phone back to my mom”. [REDACTED BY AGENCY] stated she had to give Jamie the phone back because in the past when [REDACTED BY AGENCY] got the phone to call 911 Jamie would hit her and call her names after the called ended. I had [REDACTED BY AGENCY] fill out a witness statement which confirmed the statement [REDACTED BY AGENCY] gave.

I talked to Deputy Ivester, who stated Jamie showed signs of impairment with slurred speech and unsteady walking, but Jamie denied any alcohol consumption stating [REDACTED BY AGENCY] was just crazy and she needed to be taken away from her. Jamie stated she was done, and did not want to have anything else to do with [REDACTED BY AGENCY]. Jamie refused a ALCO breath sample, to verify [REDACTED BY AGENCY] claim. Deputy Ivester advised me of the new video Jamie had taken of [REDACTED BY AGENCY] after [REDACTED BY AGENCY] called 911.

I made contact with Jamie and watched the Video and again it was apparent something transpired before the video started recording. In the Video Jamie was following [REDACTED BY AGENCY] around calling her names and stated there was not any beer, but again, Jamie was overly nice, and slurring her speech which was consistent of [REDACTED BY AGENCY] story. I asked Jamie if the video was started after [REDACTED BY AGENCY] got off the phone with 911, and she stated yes. Due to the video starting after the fact there was not any video of what [REDACTED BY AGENCY] was claiming Jamie was saying or doing.

After I went back to Deputy Ivester and advised him of my decision to place Jamie under arrest for Simple Assault (FVA) due to [REDACTED BY AGENCY] being in fear of receiving bodily harm. I placed [REDACTED BY AGENCY] in the rear seat of my patrol vehicle so she would be out of sight from Jamie, and [REDACTED BY AGENCY] stated “she’s going to hate me, and not talk to me”.

I advised [REDACTED BY AGENCY] due to family violence I was making the decision to press charges, and I took that completely out of her hands. I advised [REDACTED BY AGENCY] that Jamie’s actions were not acceptable as an adult or mother, and she should not be physically abusing her, or making the degrading comments.

Due to Jamie previously attempting to file a complaint against me (from the earlier call because I would not discipline [REDACTED BY AGENCY] for Jamie) I asked Deputy Ivester to transport Jamie to the county jail, and he agreed. Deputy Ivester placed Jamie in handcuffs (check for fit and double locked), and I advised Jamie she was being placed under arrest for simple assault (FVA), and before I could finish talking Jamie stated “I never assaulted her”. As I started to explain the code section, but she continued to interrupt me.

After Deputy Ivester left the scene I made contact with [REDACTED BY AGENCY] who was getting upset again, because she believed Jamie was going to be mad at her and retaliate, I advised [REDACTED BY AGENCY], I was the one pressing charges due to FVA, and [REDACTED BY AGENCY] was still very scared. I had [REDACTED BY AGENCY] go inside the house to pack a bag, and she called [REDACTED] to come to the Sheriff’s office to pick her up. I contacted DFACs again and advised them of the evolving situation, and advised them I was releasing [REDACTED BY AGENCY] to her [REDACTED], since they had [REDACTED BY AGENCY] in her guardianship in the past and DFACs okay’d the decision.

While [REDACTED BY AGENCY] was packing her bag she went into the down stairs laundry room, and observed an open beer can inside the room. [REDACTED BY AGENCY] showed me the beer can, which solidified her story, and validated her fears of receiving bodily harm and Jamie calling her names, and a liar, trying to deceive me into thinking [REDACTED BY AGENCY] was the problem.

Due to the beer can being found I also charged Jamie with cruelty to children 1st degree, due to the intentional emotional and mental abuse, Jamie was causing [REDACTED BY AGENCY] Jamie was calling [REDACTED BY AGENCY] a liar, crazy, and needing to be checked into a psych-ward, but again the validity of [REDACTED BY AGENCY] story was confirmed with the findings. From my previous training and experiences it was apparent that [REDACTED BY AGENCY] was suffering Post Traumatic Stress Disorder (PTSD) from how Jamie had been treating her.

When [REDACTED BY AGENCY] found out about Jamie’s arrest she was concerned for [REDACTED BY AGENCY] because she felt like she was going to be a burden on her, and she was also worried about being a burden on her dad, if he was to gain full custody. [REDACTED BY AGENCY] was also terrified of what Jamie was going to say or do when she was released from jail. [REDACTED BY AGENCY] stated to me “I had it easy compared to the abuse [REDACTED BY AGENCY] went through when she lived at mom’s”.

Jamie was released to the jail staff, and I transported [REDACTED BY AGENCY] to the Sheriff’s office while we awaited on [REDACTED BY AGENCY]. Once [REDACTED BY AGENCY] arrived on scene she stated the same claims [REDACTED BY AGENCY] had advised me of, such as how abusive, physically, emotional, and mentally Jamie was to her and [REDACTED BY AGENCY] also stated after the first time I went out to the house, after she found out what was happening, she had also called DFACs to file a complaint because she was worried about what Jamie was going to do to [REDACTED BY AGENCY].

I applied for and received warrants for Cruelty to children 1st degree (FVA), and Simple assault (FVA) from the on duty Magistrate Judge.
