On May 1 2026, I Deputy Brandon Holcomb was given a be on the look out of BOLO for a black in color Chevrolet Suburban traveling all over the road on Toccoa Hwy. The caller told the E-911 dispatcher the vehicle could not maintain its lane of travel as it traveled towards Clarkesville on Toccoa Hwy. They provided the tag of [REDACTED]. As I sat stationary at the Haberham County Fairgrounds, I observed a black suburban pass my location with major damage to the passenger side of the vehicle. From the head light to the taillight was a solid tear in the metal, the rear taillight was hanging from its wires.

I entered the roadway and activated my emergency blue lights to intiatie a traffic stop on the vehicle. I did confirm the tag was [REDACTED]. The female driver, later indentified as Joanna Crook, failed to stop, making a right turn onto Rocky Branch Rd. She made a left into the parking lot of Piedmont Automotive and circled the parking lot. She made a U turn and started back towards the entrance. I used my patrol vehicle to block her exit where she then stopped.

Making contact with Joanna she was observed with her hands at 10 and 2 on the steering wheel, she had a blank stare on her face looking forward as if she was not seeing me. I ordered her to put the car in park which she did after a couple attempts. When she unlocked the door, the odor of an alcoholic beverage emitted from the inside of the vehicle. Joannna had bloodshot and watery eyes. I observed Joanna had urninated in her pants.

I asked her where she was headed where stated home. Joanna was slurring her words. She had a hard time forming sentences. It took her a bit to exit the vehicle as she was uneasy on her feet. She was barefoot with only socks on. Joanna stated she had been to a soccer game at Tallulah Falls School and left there headed home to Walton County. Joanna stated she wanted to call her husband and would not drive anymore.

When asked how much she had to drink she stated none since yesterday. I explained to her she still emitted the odor of an alcoholic beverage from her person and breath. She still stated none today. Joanna refused to allow me to perform any field sobriety evalutions on her only stating she wanted to call her husband.

Joanna was placed under arrest for DUI. She was handcuffed behind her back. Cuffs were checked for fit and double locked. She was read her implied consent notice where the state requested a sample of her blood. She refused to provide this sample. While working on arrest paperwork, a caller from the Tallulah Falls School called and reported damage to their property. Lt Wurtz responded and located the doorhandles off Joannas vehice there.

She was transported to the Habersham County Sheriffs Office after being seatbelted into my rear seat. A search warrant was obtained and signed by judge Trica Hise. The warrant was executed by D/S Young. He drew two tubes of blood from Joannas left arm. A inventory was left for Joanna. The warrant will be returned to judge Hise without delay.

Joanna was turned over to detention staff without incident. The rear seat of my patrol vehicle was checked prior to and after transporting revealing no contraband. She was issued citations for, DUI Refusal, Failure to Maintain Lane, Reckless Driving and Failure to Report Striking a Fixed Object. She was issued a DDS 1205.
