On 11/04/2025 at 1408 hours, I Lt. Newkirk, Officer Baker, and Officer Swinehart responded non- emergency to [700 BLOCK] Pathway Circle reference harassment and threats call.

Upon my arrival, I met with the complainant [WITNESS #1]. [WITNESS #1] stated that his neighbor that lives at [700 BLOCK] Pathway Circle has been harassing his family and friends when they visit him. He stated that on Saturday 11/01/2025 they were having a party and friends and family where outside drinking and the neighbor come over and started causing a disturbance then. He asked his neighbor to leave and he left after causing a disturbance.

[WITNESS #1] then stated that he was in bed and his daughters boyfriend [WITNESS #2] was leaving to go take a person to work in Cleveland. He then stated that the neighbor come out yelling and fussing with him. [WITNESS #1] stated that [WITNESS #2] advised he could see the man had a gun but never seen him point it or pull it. He then advised that [WITNESS #2] told him this and he watched the ring camera footage and could not see the gun from the camera.

I then spoke to [WITNESS #2] via phone and he stated that he was leaving the house and the male come out into the cul de sac and started yelling and fussing at him. [WITNESS #2] told him he was just visiting and the male told him if he does not live here to get the fu*k out of the neighborhood.

Contact was then made with the neighbor John Skipper whom was agitated. He advised he was not getting along with the neighbor because he was threatening him. He advised he went over to drink with them on Saturday night and they got upset with him. He advised they are always doing something to antagonize him. He advised he did not point a weapon at the callers friend or them. He advised they would harass them as they where driving by.

Both parties where advised to contact the court system reference a protection order, and to stay separated. A report was filed on the incident.
