This Date I had obtained information on the location of a Marvin Mangum who had outstanding Felony Warrants out of Hall County. The information provided was that he was staying at [100 BLOCK] Sunshine Cir with his Girlfriend. Myself Sgt. Young, and Inv. Moulder set up in the area to see if we could locate him. I set up on Chattahoochee St. and Young set up on the Ivie St side. Inv. Moulder in a U.C vehicle went into the complex to see if he could find the vehicle and get eyes on the residence. When he went into the area Inv. Moulder saw Mangum outside the apartment and notified us. He kept eyes for a few minutes giving us updates as prepared a plan to arrest him without him running on foot.
Inv Moulder advised that he was getting into his vehicle and leaving and was headed towards Sgt. Young. When Mangum exited the apartment complex He passed right in front of Young who was able to I.D him and immediately initiated a traffic stop to try to get him into custody. However Mangum immediately hit the gas on his vehicle and attempted to flee. He went towards Hoyt St on Ivie St and took a hard left turn making it too wide and went off the roadway. He then blew his back tire out and turned a circle in the roadway. coming back onto Hoyt St. He traveled towards Level Grove and took a left headed to Cornelia. Young caught up partially As I traveled Down Hoyt St towards Level Grove to catch up. I went around the unmarked Inv vehicle on Hoyt St and noticed that Mangum was going to be headed back onto Hoyt St from level Grove coming through a parking lot. Thinking he was going to continue down Hoyt St., I went straight in an attempt to time it correctly. Mangum Hit a ditch and went airborne coming onto Hoyt St went sideways and Hit the front of my patrol Vehicle. Mangum came to a stop. When he came to a stop he fled from the vehicle on foot.
I then Deployed My Apprehension K9 Zane to apprehend Mangum who was actively fleeing on foot towards Cornelia. Mangum made it approximately 50 yards before Zane Physically apprehended him by biting him on his right leg. Zane bit and held Mangum until I got to him. I got to Zane who had ripped Mangum’s pants and re bit onto his arm. I rolled Mangum over while Zane was on the bite to maintain control and Gave commands for him to place his arms behind his back and he complied. I then outed Zane and Mangum was placed into handcuffs.
Mangum was placed into a patrol vehicle until a Med unit arrived on scene to provide medical attention for the bite location. Zane was put up in my patrol vehicle after the deployment. State patrol was called to work the MVA on my vehicle and his.
We also located a quantity of Methamphetamine that he had tossed when he was running.
Sgt. Seeley went with him to the hospital and later transported him to the jail. All evidence was placed into evidence at the Sheriff’s Office and all video was uploaded.
