On 10/29/2023 I Deputy Vaughn responded code 1 non emergency to [1200 BLOCK] Jim Thomas Road in reference to harassment.

Upon my arrival I met with complainant [REDACTED BY AGENCY] stated that her ex boyfriend who she shares a child with has been harassing her repeatedly. [REDACTED BY AGENCY] stated last Thursday on 10/26/2023 she told her ex Oyran Wiley to stop messaging her. Oryan continued to send her several messages that made no sense. [REDACTED BY AGENCY] showed myself the screen shots on face book messenger. Oryan was sending message after message of incoherent sentences. The messages stopped after she advised him to stop contacting her on thursday.

Until today the messages continued in a harassing manner. Oryan sent messages over and over all morning and into this afternoon knowing that [REDACTED BY AGENCY] told him to stop contacting her. [REDACTED BY AGENCY] provided screen shots of all the messages. [REDACTED BY AGENCY] state that she had been in contact with circle of hope and is going to apply for a protective order. [REDACTED BY AGENCY] requested to press charges against Oryan. Screen shots of the messages will be attached to this report.

I provided [REDACTED BY AGENCY] with a case number for this report. I secured a warrant for Oryan Wiley for Harassing Communications. Warrant 23MW-1740 M was sworn by Deputy Vaughn and signed by Judge Amy Thomas. [REDACTED BY AGENCY] provided myself with the tag number and description of Oryans vehicle as well as his address of [700 BLOCK] Hoyt Street Cornelia Georgia. I drove by Oryans house in order to see if his vehicle was there.

I observed Oryan getting into his vehicle inside the driveway of [700 BLOCK] Hoyt Street. Oryan sat into a white Hyuandai Sonata bearing tag [REDACTED]. I turned made a loop back onto Hoyt street and observed the vehicle was gone. I then turned onto Old Cleveland Road and looked for the suspect vehicle. I located the suspect vehicle at the J Warren Red light of HWY 365. I initiated a traffic stop on the suspect vehicle. The suspect vehicle came to a complete stop right in front of Race Trac.

I advised Habersham Dispatch of the traffic stop giving the tag, location of the stop, and brief description of the vehicle. I then approached the vehicle on the drivers side of the vehicle. I advised Oryan that he had a warrant for his arrest and had him exit the vehicle facing away from myself. I placed Oryans hands behind his back and handcuffed him double locked for safety. I searched Oryan incident to arrest and placed him inside the rear seat of my patrol vehicle.

Oryan contacted his Aunt who came to the scene and took custody of the vehicle. I then transported Oryan to the Habersham County Detention Center and turned him over to detention center staff. A rear seat check was completed prior to and after transporting Oryan and no contraband was located.
