On July 13, 2026 at approximately 10:38 hours, I, Deputy N. Ivester responded to 448 North Main street Cornelia, Georgia (South State Bank) in reference to a physical domestic that occurred off of Hollywood Highway Clarkesville, Georgia.
Upon arrival I met with Deputy L. Ivester who was already on scene and standing by with the victim/complainant identified as [REDACTED BY AGENCY]. Upon making contact I noticed [REDACTED BY AGENCY] to be visibly shaking and also hearing her voice trembling while speaking with me. I also noticed bruising to the front and left side of her neck consistant with a possible strangulation. Deputy L. Ivester also advised me of a raised spot on the back of [REDACTED BY AGENCY] head and that it was sensitive to the touch. [REDACTED BY AGENCY] stated her boyfriend identified as Randy Tripp Joslyn had hit her in the back of the head at a residence off of Hollywood Highway and then had also grabbed her by the neck inside the car while on the way to Randy’s probation appointment in Cornelia, Georgia.
[REDACTED BY AGENCY] stated she was dizzy and nauseous due to being hit in the head. Habersham County EMS was then requested for a patient evaluation on [REDACTED BY AGENCY] Cornelia had negative contact with Randy at Probation so I requested Habersham County 911 Dispatch put a be on the lookout (BOLO) for Randy’s vehicle being a white 2011 Infiniti G37 bearing Georgia Registration [REDACTED BY AGENCY]. Due to the physical and testimonial evidence provided by [REDACTED BY AGENCY] an arrest decision was made and other units for the BOLO were advised charges would be brought against Randy. [REDACTED BY AGENCY] at this point remembered she had location sharing on her Apple Iphone and she was able to see Randy’s location.
Eventually Randy drove back to his residence being [REDACTED BY AGENCY] highway Clarkesville, Georgia. Deputy K. Perkins, LT. G. Cason, and Sgt. C. Carter made contact with Randy at the residence and stood by awaiting my arrival. A decision was made by EMS to transport [REDACTED BY AGENCY] to Northeast Georgia Medical Center-Habersham for further evaluation and I advised [REDACTED BY AGENCY] I would come to the hospital to follow up at a later time. Deputy L. Ivester and I then responded to [REDACTED BY AGENCY] to speak with Randy.
Upon arrival at the residence I made contact with Randy. Before questioning Randy was read his Miranda Warning and he stated he understood and he would speak with me. Randy stated [REDACTED BY AGENCY] and him had been in a verbal argument earlier on this date about text messages from his ex girlfriend. He stated no physical contact was made throughout the argument. When asked about the raised spot on the back [REDACTED BY AGENCY] of head and the bruising on her neck he stated he did not know how that happened.
Randy was then placed under arrest with his hands behind his back. The cuffs were checked for fit and double locked. A search incident to arrest of his person revealed no contraband. He was then placed in the rear seat of my patrol vehicle and buckled in for safety. He was then transported to the Habersham County Detention Center where he was turned over to jail staff without incident. A back seat check of my patrol vehicle before and after transport revealed no contraband.
After this I responded to the hospital to follow up with [REDACTED BY AGENCY] stated Randy and her have been living together for approximately 4 months and they had recently moved to his grandma and grandpas house located at the [REDACTED BY AGENCY] highway Clarkesville, Georgia. She stated on July 12, 2026 Randy asked if she could wake him up the next morning for him to get ready for his probation appointment. In the morning hours of this date she went into the bedroom to wake Randy up and noticed on his phone he had inappropiate text messages from his ex girlfiend. She stated she then walk out of the bedroom and called her sister wanting to spend time with her. She went into the bathroom while still talking to her sister and Randy followed her to the bathroom.
She then tried to walk out of the bathroom and Randy blocked the doorway not allowing her to exit. She stated she was blocked into the bathroom for approximately six minutes. Upon [REDACTED BY AGENCY] leaving the bathroom Randy took her phone and hung up on [REDACTED BY AGENCY] sister and would not give her the phone back. He told her she needed to get dressed and [REDACTED BY AGENCY] alleged Randy threatened to kill her if she did not. While getting dressed [REDACTED BY AGENCY] walked back into the bathroom and Randy followed. Randy then allegedly smacked [REDACTED BY AGENCY] in the face with an open hand and then with a closed fist hit her in the back of the head causing [REDACTED BY AGENCY] to have what she described as blurry and starry vision. She then stated she stumbled out of the bathroom and went to lay on the couch now feeling nauseous and dizzy. [REDACTED BY AGENCY] stated no further physical contact occurred at the residence.
Upon them leaving the residence and in the area of State route 385 and Clarkesville street Cornelia, Georgia she saw a police car. [REDACTED BY AGENCY] stated Randy then looked at her and said “don’t even think about it you stupid b*tch” and she alleged while he was driving he used his right hand and wrapped it around her neck strangling her making her struggle to breathe or talk. They then arrived at the probation office in Cornelia, Georgia and while he went inside probation she fled on foot to South State Bank where she called 911 to report the incident. [REDACTED BY AGENCY] stated she has had a history of abuse from Randy but no other incidents were reported to law enforcement.
A voluntary witness statement was completed by [REDACTED BY AGENCY] and it will be attached to this report. Photos of [REDACTED BY AGENCY]’s neck and eye will also be attached to this report. Warrants were completed against Randy for the charges of Aggravated Assault FVA, False Imprisonment, Terroristic Threats or acts FVA, and Battery FVA. The warrants were reviewed and signed by Judge T. Hise.
