[NARRATIVE #1 on July 04, 2026]
On 7/4/2026 I PO1 Hughes responded code 3 to [200 BLOCK] Modoc Drive which is inside the City Limits of Cornelia Georgia in reference to a Fight Call.
Upon arrival I noticed a Hispanic male standing on the side porch of the residence screaming. The male later identified as Salvador Chavez Gutierrez was in his socks and underwear and was noticeably under the influence of an unknown substance. Salvador did have blood coming from his face, indicating he was in a fight.
I advised Salvador multiple times to come to me. As Salvador was walking down the steps of the porch, I witnessed him to be very sweaty, which further led me to believe he was under the influence of an foreign substance due to my knowledge, training and experience. I also noticed Salvador had a dog harness and leash in his right hand. I advised Salvador multiple times to drop the item. Salvador finally dropped the leash. I asked Salvador where everyone was at. Salvador only stated two and was walking to my patrol vehicle.
At this time multiple parties arrived on scene and Salvador began to walk towards the roadway where I attempted to place him in the rear of my patrol vehicle to separate the parties and for officer safety. Salvador began stating no when told to have a seat in my vehicle and became passive aggressive. At this time a bystander began advising Salvador in Spanish of what I was wanting him to do. Salvador eventually sat in the rear seat of my patrol vehicle.
At this time, I attempted to give verbal commands over my in-car PA speaker too advise the subjects inside the residence to come out. While giving verbal commands I noticed someone peaking through the blinds on the front of the house. Two male occupants later identified as [VICTIM #1] and [VICTIM #2] exited the house with there hands up. [VICTIM #1] and [VICTIM #2] were then placed on the ground face down where they were placed into wrist restraints by arriving officers.
A protective sweep of the house was completed due to the circumstances of the call and not knowing if anyone else was inside the residence that was injured. After the protective sweep was complete, I noticed [VICTIM #2], which was sitting on the ground leaning up against Cpl. Epperson’s (Baldwin Pd) legs with blood on the front of his shirt and blood coming from his mouth. I then was advised by [VICTIM #1] who was leaning against Deputy Askey’s legs stating he felt like he was going to pass out. At this time EMS and Fire were able to arrive on scene and treat [VICTIM #2] and [VICTIM #1]. While [VICTIM #2] was in handcuffs, he began making statements such as Salvador arrived on scene acting erratic, irrational and making incoherent statements. [VICTIM #2] advised that Salvador was going to kill him and shoot his son which put them in fear for their lives.
It was determined that Salvador was the primary aggressor. Sgt. Limones, PO1 Newsom and myself then went to the rear of my patrol vehicle to place Salvador into handcuffs. I opened the rear of my patrol vehicle and advised Salvador to exit the vehicle and turn around. I placed my right hand on Salvador’s right wrist. At this time Salvador began to actively resist by pulling his arm away and trying to break free. I then pushed Salvador into the rear door to gain control. Due to Salvador being so sweaty he was able to slip off the door and turn towards Sgt. Limones who had his department issued taser drawn. Salvador then grabbed Sgt. Limones taser with both hands attempting to disarm him. Sgt Limones was able to pull away and retain his taser. Salvador then struck Sgt. Limones with his hand.
Sgt. Limones then deployed a single taser probe set into Salvador with no effect. PO1. Newsom was standing behind Salvador and deployed a single taser probe set into the back of Salvador which completed full Neuromuscular Incapacitation causing Salvador to fall to the ground. Once on the ground I placed Salvador’s right hand into wrist restraints. Salvador was then grabbing Sgt. Limones taser which was in contact with his right buttock. As Salvador was fighting, I then used 3 hard-handed strikes with a closed fist to the lower right side of Salvador’s back to gain positive control. At this time PO1 Newsom and Officer Whittaker were attempting to pull Salvador’s left arm out from underneath him. PO1 Newsom and Officer Whittaker were then able to get Salvador’s left hand out from behind his back at which time we were able to place him into wrist restraints.
After Salvador was placed into wrist restraints Habersham EMS evaluated and due to his violent behavior, he was not transported to the hospital. Habersham EMS then advised they do not remove Taser Probes. At this time, I used my training and removed the probes from Salvador.
After the probes were removed Sgt. Limones and Myself placed Salvador into the rear seat of my patrol vehicle. Sgt. Limones and I were searching the area for a firearm that we were told was brandished during the fight. After further investigation it was determined the firearm was brandished earlier in the day. Sgt. Limones and I located a plastic stake that [VICTIM #2] advised was used by Salvador to attempt to stab him lying on the ground approximately 2 feet from the steps to the porch.
I was then advised that Salvador had taken the hard plastic stake out of a decorative yard light and then began to attempt to stab [VICTIM #2]. [VICTIM #2] pulled up his shirt and revealed a laceration where Salvador was able to make contact with [VICTIM #2]. Habersham EMS also advised me that [VICTIM #1] had a bite mark on his left wrist that broke the skin. A further examination for [VICTIM #1] you could see where he had fallen at some point during the fight and scraped both knees. After further examination of [VICTIM #2] you could visibly see where his lip had been cut and his right hand was bruised and swollen possibly broken. [VICTIM #2] and [VICTIM #1] both refused to be transported to the Hospital for an evaluation.
I then began transporting Salvador to the Habersham County Detention Center. As I was in the area of Northeast Georgia Medical Center Habersham Campus, I could hear Salvador moving around his cuffs a good bit. I advised Alto Officer Fusco of the consistent movement which sounded like Salvador attempting to slip out of his handcuffs. Officer Fusco who was following me to the jail due to the aggressive behavior advised to get to the jail faster. At this time Fusco and I activated our emergency equipment to be able to safely arrive at the jail in order to contain Salvador in a more secure area.
Once at the Jail I opened the rear door of my patrol vehicle and advised Salvador to get out. Salvador stated no. At this time, I pulled Salvador out of my patrol vehicle and placed him onto the ground for positive control. I then advised the jail staff to retrieve the WRAP system for better and safer transport into the facility. As I was assisting jail staff in changing handcuffs Salvador would grab the handcuffs making it difficult to change handcuffs. As I was taking one handcuff off Salvador grabbed the handcuff key out of my hand. Out of spontaneous reaction I gave a strike to Salvador’s hand to shock the area to where I could then take control over the handcuff key. After the jail staff were able to place Salvador safely into the WRAP system they rolled him into the facility and took over custody of Salvador with no further incident.
A check of the rear seat before and after transport revealed negative contraband.
While speaking with Magistrate Judge Thomas I was made aware that Salvador and a [REDACTED] who had dropped Salvador off at this address and was on scene prior to the fight starting, had a prior Family Violence Order in place where it is said they were not to have any contact. It was then made aware to me by Sgt. Limones that the children that were inside the vehicle belonging to [REDACTED], had seen Salvador acting irate and slamming his hands against the vehicle. The Family Violence order includes the two children [REDACTED BY AGENCY] and [REDACTED BY AGENCY].
Warrants were signed and issued by Magistrate Judge Thomas for Salvador Chavez Gutierrez.

[NARRATIVE #2 on July 04, 2026]
On 7/4/2026, I, Officer Newsom, was working on off duty detail located at the Main Street Event Center when I heard a fight call being dispatched to Officer Hughes at the address of [200 BLOCK] Modoc Dr. Once Officer Hughes made scene, I could hear him call out on his radio needing additional units to respond to an emergency. I responded Code three to the address. Once on scene I observed two Hispanic males located on the driveway being detained in handcuffs in the rear. Both the males had blood on them and appeared that they had been in a physical altercation. Due to exigent circumstances and believing there could be an injured party inside, the residence was cleared locating no other individuals.
There was an individual in the rear of Officers Hughes patrol car that was identified as Salvador Chavez Gutierrez that was unsecured and according to his girlfriend on scene was high on methamphetamine. Officer Hughes and Sgt. Limones had determined that Salvador was the primary aggressor and needed to be placed into custody. Once Officer Hughes had Salvador step out of the vehicle he began to actively resist arrest by trying to pull away his arms. Officer Hughes pushed him into the vehicle to try and gain control but due to his resisting and the amount of sweat he slipped away and spun towards Sgt Limones.
Sgt Limones retrieved his taser and as he was deploying it I observed Salvador grab and tried to take it from him at which point I pulled my taser. Prior to deploying mine Salvador swung and tried to strike him with his fist. A successful NMI was completed, and we were able to roll Salvador to his stomach where he began to resist again by being stiff and ridged and not allowing us to get access to his hands. After several techniques of pain compliance, we were able to gain control of him and place him under arrest with handcuffs in the rear, double locking them for correct and proper fit. The probes were removed from him, and he was looked at by Med 12 and he was placed into Officer Hughes car for transport.
I then returned back to my off-duty detail. No further to report.

[NARRATIVE #3 on July 04, 2026]
On July 4th, 2026 at approximately 2129hrs I, Sgt Limones was dispatch and responded code three to [200 BLOCK] Modoc Dr, Cornelia, GA reference a fight with three people outside in the street.
Upon arrival Officer Hughes had one subject detained in the back seat of his patrol vehicle, later identified as Salvador Chavez Gutierrez. It was said by one of the neighbors that someone fled from the house towards the rear of the property, a search was conducted but yielded negative results, it was established there was no one that had fled. At this time it was known that there were still subjects within the residence, Officer Hughes over his PA system announced himself and instructed whom ever was in the residence to exit but they refused.
Once I circled around the house towards the side door Officer Hughes in a boisterous manner said “come out the house”, at this time Officer Hughes and myself had our department issued firearm pointing towards the residence, moments later the door opened and two males exited the residence with their hands up in the air. First to exit was [VICTIM #1] followed by [VICTIM #2] which were both later identified. As [VICTIM #1] and [VICTIM #2] exited the residence they were given stern verbal instructions. Each were told to get on the ground in the prone position, once both individuals were prone to the ground they were placed in handcuffs.
While on the ground [VICTIM #1] advised us that there was no other people within the residence. At this time we were waiting for other assisting units to arrive on scene to conduct a protective sweep of the residence. Once supporting officers arrived on scene, a protective sweep of the residence was conducted yielding negative results for any other persons, dispatch was advised the residence was clear. Officer Hughes advised me that there was a trail of blood witnessed upon conducting the protective sweep (pictures attached). At this time med units were allowed in to the scene and were allowed to conduct medical evaluations.
At this time Officer Hughes and myself established that our primary aggressor was going to be Salvador, due to his irate and excited delirium/manic behavior, in my experience this correlates with drug/substance abuse. We began to remove handcuffs from [VICTIM #1] and [VICTIM #2] so the med units could make a better assessment and both [VICTIM #1] and [VICTIM #2] were cooperating. In the process I observed that [VICTIM #2]’s white t-shirt had various streaks of blood and [VICTIM #1]’s knees were scrapped.
It was decided between Officer Hughes and myself that we needed to get Salvador in restraints while [VICTIM #1] and [VICTIM #2] were with medical staff. Officer Hughes went to open the right rear door of his patrol vehicle and Salvador could be heard yelling from outside the patrol vehicle incoherently. Officer Hughes opened the right rear door and I observed Salvador covered in sweat only wearing boxers and socks. Salvador began to step out of the vehicle when Officer Hughes instructed Salvador to exit, Salvador said “no”, Salvador scooted himself back in the vehicle saying “lleve me” which means “take me” followed by saying no. I then in Spanish instructed Salvador to exit the vehicle but Salvador refused to follow instructions due to his condition.
I immediately removed my Taser 7 (serial number X4001D6WY) while Officer Hughes assisted Salvador out of the vehicle, Officer Hughes attempted to place handcuffs on Salvador when Salvador tensed his body and attempted to pull away from Officer Hughes, I placed my Taser 7 on Salvador’s abdomen prepared to drive-stun Salvador. Salvador was placed against the door when he turned his body pulling his left arm away from Officer Hughes and attempted to flee. When Salvador pulled away using both hands he grabbed my Taser 7 attempting to disarm me as he was stepping back Salvador took a swing at me which I dodged the strike which landed on my left shoulder avoiding hitting my face.
At this time I deployed my Taser 7 making contact with his abdomen providing a five second cycle and Officer Newsom also fired his Taser 7 making contact with the back side of Salvador also giving a five second cycle, Salvador immediately was incapacitated while in Neuromuscular Incapacitation causing him to fall to the ground in the supine position. Salvador was given verbal commands to get on his stomach while being assisted.
Once Salvador was placed in the supine position he was still actively resisting, I again provided a five second cycle on Salvador’s right buttocks (drive-stun), Salvador reached with his right hand and grabbed my Taser 7 as to disarm me, I then provided Salvador another five second cycle on his left buttocks, handcuffs were being placed on Salvador and again he attempted to grab my Taser 7 with his right hand, as the last handcuff was placed Salvador grabbed my Taser 7 another time which pressed my index finger causing another five second cycle which was incomplete because I pulled the Taser 7 away from Salvador.
Once Officers regrouped, Officer Hughes approached Salvador and removed the Taser 7 prongs from Salvador’s back and the prongs from his abdomen Salvador pulled out. Officer Hughes and myself assisted Salvador to his feet we attempted to place Salvador in Officer’s Hughes vehicle when Salvador said “no” and began resisting, Officer Hughes was able to get Salvador in the vehicle and close the door. Once in the vehicle I made contact with Lt. Pontes and advised him of what occurred.
Officer Hughes transported Salvador to the Habersham Detention Center while I stayed on scene collecting witness statement forms and last minute details needed for the report.
