On 05/06/2025 at approximately 4:50 p.m. I, Lt. Pontes 208, responded in a code one status to a physical domestic dispute with a knife involved at [200 BLOCK] Circle Dr. Habersham dispatch advised that the callers, later identified as [VICTIM #1] and [VICTIM #2], stated that “peewee” had pulled a knife on their grandmother later identified as [VICTIM #3]. As I was approaching the residence A whit in color passenger car tag# [REDACTED] was leaving the residence. Dispatch had advised that the suspect “peewee” was wearing a bright yellow shirt which I could see that the front seat passenger was wearing. I then activated my emergency lights and performed a traffic stop on the vehicle on Myrtle St. I exited my patrol vehicle and shouted at the driver to turn off his vehicle which he complied. At that point Officer Compton 214 arrived at my location along with Deputy Chris Carter and Assistant Chief Justin Ferguson with Baldwin PD.

I then gathered the identification from the driver, identified as [REDACTED], and the passenger, identified as Vieng Vannarath. I then gave the identifications to Officer Compton to run through dispatch. I noticed that Vannarath had a small laceration to the left side of his forehead. I asked him how he got the cut and he said he hit himself. I asked him what happened at the house and he said they were arguing and that was it. Vannarath spoke broken English and was hard to understand. I then asked him to exit the vehicle. He stated he had to crawl out through the window because the door did not work. I then helped him out of the vehicle and told him he was being detained for investigative purposes of a domestic dispute involving a knife and then handcuffed him ensuring proper comfort and fit. I then frisked him and located what felt like a knife in his right front pocket. I then retrieved the knife from his pocket.

I then had officer Compton place Vannarath in his patrol vehicle while I spoke with the driver. I asked the driver what happened and he stated he was outside at his car trying to jump it off to start it when he heard people yelling about money and then Vannarath got in his car and they left and that was when I pulled him over. I then got his phone number for the report and released him from the traffic stop. We then relocated to the scene at [200 BLOCK] Circle drive.

I then made contact with the three victims. [VICTIM #3] spoke very broken English, but her granddaughter [VICTIM #2] spoke English without issue. [VICTIM #2] stated that he uncle, Vannarath came home from work and told her he wanted his forty dollars he loaned her for shoes for work. She stated she told him that she would pay him on Thursday when she got paid. She stated that her uncle then got mad and started throwing things inside the house and then went to his room where she heard him continue to break things. She stated that she then called her grandmother and told her what was going on and asked her to come home then she video called her friend [VICTIM #1] and asked her to come pick her up because her uncle was irate. She stated when her uncle went outside to where his friend was she locked him out of the house. She stated he came back over to the house at the side porch and was trying to get in and started hitting the door with a hammer.

She stated that [VICTIM #1] arrived so she went outside with her boyfriend and child and got in the car and they were backing out of the driveway when her grandmother arrived. She stated that she got back out of the car with [VICTIM #1] and they were talking with grandmother about what happened when Vannarath went back into the house and started throwing stuff again. She stated that Grandmother picked up a hammer that was on the steps of the side porch door. She stated that Vannarath then came out on the porch and was throwing stuff so grandmother opened the door and Vannarath was standing there with a square metal piece from a stove top. She stated that grandmother told Vannarath to stop breaking stuff and that was when Vannarath pulled a knife out of a sheath that he had on his belt and pointed the knife at all three of them that were standing at the door.

She stated that she grabbed her grandmother and pulled her out of the doorway and that [VICTIM #1] grabbed her and pulled them both back. She stated that Vannarath said “fu*k this” when he pulled the knife out and she was afraid for all of their safety believing that he was going to hurt them and that was why she pulled her grandmother back. She stated that Vannarath went back into the house and that was when [VICTIM #1] called 911. She stated that while they were on the phone with dispatch telling them what happened Vannarath came out of the house and went over to his friends car and yelled at him to roll the window down and he crawled in the car through the open window and they backed out of the driveway and that was when she saw me pulling up and pointed at the car that was leaving.

I then spoke with [VICTIM #1] who stated she was home and got a video call from [VICTIM #2] telling her that her uncle was irate and throwing things and wanted her to come pick them up. She stated she wasn’t going to until she saw Vannarath throw a beer bottle across the room. She stated she hung up the phone and drove over to pick up [VICTIM #2] and her family. She stated that when she arrived Vannarath was still throwing stuff and yelling at [VICTIM #2]. She stated that grandmother arrived and they were talking to grandmother when Vannarath came out on the back porch throwing things and kicking so grandmother went to see what he was doing. She stated that grandmother opened the door and Vannarath was standing there with the stove top and grandmother said something to him and that was when Vannarath pulled out the knife and pointed it at them and that was when she grabbed [VICTIM #2] to pull her out of the way. She stated that was when she called 911.

I then told Habersham to send a med unit to check the cut on Vannarath. He declined medical treatment. I then had Officer Compton transport Vannarath to the detention center for me and told him to call me and I would let him know what to complete an intent to charge form for. I then asked [VICTIM #2] and [VICTIM #1] if they would give me voluntary witness statements and they agreed. While they were completing the written statements I spoke with the grandmother. In broken english she stated she got a call from her granddaughter and that when she came home she opened the door and Vannarath pulled a knife on them. I then gathered the rest of the information for this report. I then returned to the police department and contacted Officer Compton and gave him a the information needed to complete the intent to charge form for Aggravated Assault and all the FVA documents for victim notifications.

I then completed three warrants for Vannarath 1 count each of Aggravated Assault for the three victims standing at the door when he pulled the knife on them which put them in fear of receiving serious bodily injury from Vannarath. I presented the warrants to Judge Thomas of the Habersham Magistrate Office I testified and presented the probable cause for the warrants in which she agreed and signed the warrants and sent them to the detention center for completion of the processing of Vannarath.
