[NARRATIVE #1 on October 01, 2025]

On October 1 2025, I, Officer Swinehart was advised of a verbal domestic in progress at [100 BLOCK] Circle Drive Cornelia Georgia 30531. I responded code one no lights or sirens.

Upon arrival myself, Officer Campbell and Officer Nesbitt met with the caller [WITNESS #1] who stated they could hear yelling from down stairs where her daughter identified as [VICTIM #1] and boyfriend Wesley Ryan Hallman were located. [WITNESS #1] also advised her grandson [REDACTED] came with his sister [REDACTED] upstairs and advised her that he could his mom trying to talk but believed Hallman hand his hand over her mouth while they were in the bathroom.

Myself along with Officer Campbell and Officer Nesbitt walked around the house down to the basement door where we made contact with Hallman and [VICTIM #1]. Hallman opened the door and came out along with [VICTIM #1] and the dog at which point we advised the dog needed to be secure in the home. Once the dog was secure in the home I could see [VICTIM #1] had red marks on her neck and advised her she needed to come with myself and Officer Campbell up the hill to where she was away from Hallman.

[VICTIM #1] kept stating she was scared of Hallman. I asked [VICTIM #1] if Hallman had hit her and she said she didn’t know. I then asked if she would open her mouth at which point I could see she a busted lip that was bleeding. I had a EMS en route to check over [VICTIM #1] due to the fact she had just had surgery a week prior.

At this time Officer Campbell went back down the hill to Officer Nesbit and Hallman and placed him in hand cuffs at this time he was only being detained until we could figure out exactly what took place.

[VICTIM #1] was asked what happened and she stated her and Hallman were at Big Daddy’s and they came home and were arguing. [VICTIM #1] also stated that she is terrified of Hallman multiple times and when asked why she stated that he was affiliated with a gang and also brought home a gun the night before. Hallman was asked about the gun and he stated he didn’t live at the residence but per [VICTIM #1] and [WITNESS #1], Hallman was evicted but hasn’t left the residence.

Hallman also stated whatever was in the home was not his that he only stays there every once in awhile however [VICTIM #1] and [WITNESS #1] stated he stays everyday. When asked about the eviction paperwork was provided but a date wasn’t present for Hallman to be out of the residence and a follow up with [WITNESS #1] will be done to see if she was able to obtain the information about the eviction.

[VICTIM #1] advised she would allow us into the residence to retrieve the gun that she doesn’t want in the home that Hallman brought. [VICTIM #1] stated again that she is terrified of Hallman and that is why she didn’t do anything with the gun as for removing it from the home. [VICTIM #1] stated Hallman brought the gun home on September the 30 2025. The hang gun was located in a white cabinet behind the door that was stuffed between Hallman’s clothing. [VICTIM #1] stated that it was Hallman’s side of the bed and his belongings where the gun was located.

[VICTIM #1] stated she was on probation along with Hallman and that is why she didn’t want the gun around and she didn’t want her children around it as well. A Tec-Kel 9mm Hand gun with AFM56 serial number along with 17 9 mm bullets and two magazines along with another box of 9mm bullet were removed from the home. The items recovered were placed into an evidence bag and then turned into evidence locker number 6.

Once the gun was retrieved myself and Officer Campbell, and [VICTIM #1] returned to the top of the hill. [VICTIM #1] was advised at this time she was not being charged with the gun being in the home. While talking with [VICTIM #1] and [WITNESS #1], Officer Campbell asked [VICTIM #1] to step away with him to speak because she stated that again Hallman had grabbed her by the throat.

[VICTIM #1] was asked multiple times about the marks on her neck but once she knew Hallman was going to jail she then opened up and told Officer Campball that Hallman grabbed her by the throat against the wall lifting her off the ground. At this time it is still unknown how [VICTIM #1] ended up with a busted lip. (see Officer Campbell’s statement that is attached)

Before taking Hallman to jail [VICTIM #1] was given Circle of Hope information tog et assistance with a TPO. (temporary protection order) At this time Hallman had been advised he was under arrested for Aggravated Assault and Cruelty to Children. While on the way to the Jail Hallman asked if the gun that was located came back stolen at which point I advised him it did not have any record. Hallman was transported to the Habersham County Detention center where he was turned over to staff without incident. Back seat check was cleared of any contraband.

[NARRATIVE #2 on October 01, 2025]

On 10-1-2025, at approximately 22:10, I Officer Campbell 220, responded code one (No lights or sirens) to [100 BLOCK] Circle Dr. in reference to a verbal domestic.

Upon my arrival I was met with a female who stated she called about her daughter and her boyfriend who were arguing down stairs in the basement. I then walked around back to the basement door along with Officer Swinehart 214 and Officer Nesbit 216. Officer Swinehart knocked on the door, and a male identified as Wesley Hallman and a female identified as [VICTIM #1] opened the door. As they opened the door a dog came running out, they were told to put the dog away.

I told Wesley to stay with Officer Nesbit while I had [VICTIM #1] walk with me to separate them to get each story. Officer Swinehart walked with me as well. As we were walking up the hill I could hear [VICTIM #1] crying. I looked at her neck and noticed a red mark around her neck that appeared to be from a hand. Officer Swinehart asked [VICTIM #1] what was on her neck, and if he grabbed her by the neck. [VICTIM #1] immediately stated no.

I then asked [VICTIM #1] to pull her shirt down from her neck and I asked her why her neck was red and she stated she didn’t know. She then stated he hit my lip. I asked [VICTIM #1] if she wanted EMS to come check her out and she stated no. [VICTIM #1] stated she just had heart surgery and was on blood thinners and couldn’t get the bleeding on her lip to stop. [VICTIM #1] was asked if he grabbed her by the neck again and she stated probably. [VICTIM #1] then stated yeah he did, and then pulled her lip down once more.

I asked [VICTIM #1] what happened tonight and she stated Wesley had already been evicted from the home. Officer Swinehart then had [VICTIM #1] walk to her patrol car out of sight from Wesley. I then walked back down to the basement door where Officer Nesbit was standing with Wesley.

I asked Wesley what was going on tonight and he stated “were just arguing man”. I then asked about what he h stated she came home drinking and wanted to argue. Wesley stated [VICTIM #1]’s mom put an eviction notice on him and he was suppose to leave, but then she said no you don’t have to leave. He then stated she came home from big daddy’s and they started arguing and he was going to leave, but then they said they were calling the cops and he decided to stay.

I asked Wesley to hold his hands out so I could look at his hands and he immediately stated I haven’t laid my hands on no body I promise you. I then asked Wesley why [VICTIM #1] would have busted lip and marks on her neck and he stated “I haven’t put my hands on nobody”. I then advised Wesley he was being detained and I placed Wesley in handcuffs in the rear checking for proper fit and double locking them.

I then read Wesley his rights and asked him if he wanted to talk and he stated yes. Wesley stated he didn’t cause the marks on [VICTIM #1]. Wesley stated that every time they argue or yell her family calls. Wesley stated we have been out to this residence before. I asked him if she had marks on her before and he stated he didn’t know. I asked him if he noticed if she had those marks on her when she came home from big daddy’s and he stated he didn’t know.

Wesley stated he got home and [VICTIM #1] got home and they augured outside for a minute then he walked in. He stated [VICTIM #1] went to the store to get drinks and came back. I asked Wesley if [VICTIM #1] was down stairs the entire time with him and he stated she went upstairs. I asked Wesley if he didn’t notice the marks on her neck or her lip being busted and he stated he didn’t even pay attention because he was mad.

Officer Swinehart then asked Wesley a few questions. [VICTIM #1] then walked back to the ambulance and I had Wesley walk up to our patrol cars. I then had Wesley sit in the back of Officer Swinehart’s patrol car. After Wesley was in the car Officer Nesbit then advised Officer Swinehart and I that [VICTIM #1] told him Wesley had a gun in the house. I then asked Wesley if their was a gun in the house in their room and he hesitated while looking down, and then looked at me and stated I have no idea.

Wesley kept saying I don’t know, that’s her. He then stated if there is it ain’t mine. Wesley then stated nothing in that house is mine. I asked Wesley what else was down their and he stated he didn’t know. Wesley then stated if there is a gun in their its not his its theirs. Wesley then stated his name isn’t on the lease but he lives here every once in a while.

Wesley then asked me if he could tell me something. Wesley then stated he could take me and show me stuff or get me stuff, like ounces and ounces of dope. I then walked back over to [VICTIM #1] and Officer Swinehart, I asked [VICTIM #1] if I could see her lip and she pulled her bottom lip down and I could see a cut on the inside of her lip. Officer Swinehart then asked [VICTIM #1] about the gun and she stated it was his gun. [VICTIM #1] stated she wanted to call the other day but she was scared.

[VICTIM #1] then stated Wesley uses her truck to ride around in all day long. [VICTIM #1] then stated she has done everything she can to get him out even getting him evicted, but she is scared of him. [VICTIM #1] stated he came home yesterday with the gun. I asked [VICTIM #1] if she thinks he is selling or buying drugs and she stated I know he is. [VICTIM #1] was asked if any kids heard any of the arguing and she stated yes, one of her kids told her mom to call the police.

I asked [VICTIM #1] if she was willing to write a statement and she stated she was scared to write it because she knows that Wesley will know she did.

I pulled [VICTIM #1] to the side and asked her what happened with the marks on her neck and she stated “he fu*king grabbed me and put me up against the wall”. She stated he picked her up and put her against the wall. I asked her if she was in fear for her life and she stated yeah. She stated she was scared. I then asked her again about filling out a statement and she again stated she was scared. I advised her that Wesley was going to jail tonight. I explained to her the process for when he would get out of jail what would happen. I then walked to the back of Officer Swinehart’s patrol car and advised Wesley that he was under arrest for aggravated assault, cruelty to children 3rd degree.

Wesley kept asking what did he do, I then advised him that [VICTIM #1] had marks on neck, and a busted lip. [VICTIM #1] gave consent to go into the home and retrieve the gun. Officer Swinehart and I then walked in with [VICTIM #1] and she advised us that the gun was on his side of the bed. Officer Swinehart opened a cabinet door above the night stand on Wesley’s side of the bed and seen a box of ammo and the gun in between some cloths of Wesley’s.

Officer Swinehart placed the gun and ammo into an evidence bag, and logged it into evidence when she arrived back at the police department. I buckled Wesley in for his safety during transportation to the jail. Officer Swinehart then transported Wesley to the Habersham County Jail where he was turned over to jail staff without further incident.
