Inspector Notes: observed cooked beef and chicken sitting in steam well to reheat to 135 without going through initial required kill state of heating up to 165. items heated up to 165 and placed back in hot holding unit. CA-do not use hot holding units for the purpose of heating up food, just to keep food >135.
