FAILURE TO STOP FOR STOP SIGNS

On [DECEMBER] 5, 2025, at approximately 2051 hours, I, Officer Davis, was stationary at the intersection of Sloan Street and Griffin Street, within the city limits of McDonough, Henry County, Georgia. While monitoring traffic, I observed a silver SUV traveling southbound on Sloan Street fail to stop at the posted stop sign. I activated my department-issued blue emergency lights and conducted a traffic stop. The vehicle came to a final stop on Griffin Street near Brown Street.
I approached the driver and requested her driver’s license. The driver was identified as Caroline Mwangi. I informed Ms. Mwangi that the reason for the stop was her failure to stop at the stop sign. Ms. Mwangi asked, “What stop sign?” I explained that there are two clearly posted stop signs at the intersection requiring vehicles to come to a complete stop.
I conducted a GCIC inquiry on Ms. Mwangi and the vehicle; all information returned valid. I returned to the vehicle to issue a citation for failure to obey a stop sign. Upon explaining the citation, Ms. Mwangi questioned why I had not stopped another vehicle she claimed also ran the stop sign. I advised her that I did not observe the alleged vehicle commit a violation, but I did observe her vehicle fail to stop. She continued to argue regarding the other vehicle.
I then advised Ms. Mwangi that she was required to sign the citation. She questioned why she needed to sign, and I explained that her signature served as a signature bond, acknowledging receipt of the citation and her obligation to appear in court or resolve the citation prior to the court date. I further explained that refusal to sign could result in her arrest. Ms. Mwangi requested my badge number, which I provided. I again asked if she intended to sign the citation, to which she responded, “Can you wait?” When asked a second time, she again replied, “You can wait.”
I returned to my patrol vehicle, placed the ticket writer on the hood, then approached her driver-side door and instructed her to exit the vehicle. She refused. I advised dispatch to start an additional unit due to a possible physical extraction. I again ordered her to exit the vehicle, and she continued to refuse. I opened the driver’s door and directed her to step out. She refused and stated “No.”
I took hold of her left forearm and placed it against the vehicle’s B-pillar to maintain control. I then placed my hand on the back of her head and pulled her toward me in an attempt to manipulate her seatbelt, as she was actively resisting. I successfully unbuckled the seatbelt and regained control of her head and arm. I then secured her other arm, which she had been using to hold onto the steering wheel in resistance.
Officer Pilgram arrived on scene and assisted in removing Ms. Mwangi from the vehicle. She was escorted to the ground, where I secured her right arm behind her back and applied handcuffs. Due to continued resistance, her left arm could not reach the same cuff, and two sets of handcuffs were linked together to complete the restraint. Once handcuffed, Ms. Mwangi was lifted to her feet.
Officer Sammons, who arrived prior to transport, conducted a search of Ms. Mwangi. She was then placed in the rear of Unit 10 and transported to the Henry County Jail. The encounter was recorded on my department-issued body-worn camera, capturing both audio and video.
