On August 24th, 2025, at approximately 1:14pm, I responded to a call for service regarding a reported altercation involving a dispute between a motorcyclist and a pedestrian.

Upon arrival at [400 BLOCK] Louis way I met with caller Christopher Kinsey, identified as the motorcyclist from the call notes from dispatch. Christopher alleged that an unidentified older male, with gray hair tattoos, and no shirt flagged him down, and accused him of knocking on his door days prior. Chrisopher stated the older male became aggressive by attempting to kick him off his motorcycle, then threw a rock at him while chasing him down the street. Christopher stated that he was riding his motorcycle alone when the incident occurred and was nervous about retaliation from the older male. I then asked Christopher to show me where the incident took place. Christopher agreed and rode in front of my patrol car on a white sport bike with loud exhaust, and before arriving on scene Christoper was receiving agitated looks from pedestrians in the area of where the scene took place. Christoper then pointed out the male at [900 BLOCK] Celebration Ct who he stated caused the altercation then left the scene.

I made contact with the individual matching the description provided by Christoper. The male, identified as [VICTIM #1], stated that the motorcyclist he described matching the description of Christoper, had been riding up and down the street at high speeds and revving his engine loudly, which had been a recurring issue in the neighborhood. [VICTIM #1] stated what started the dispute was Christopher drove past his residence multiple times, revving the engine and making loud noises, which prompted him to confront the motorcyclist due to him having children one of which have been hit by a vehicle on a separate occasion. [VICTIM #1] stated he maintained eye contact with Christopher, causing him to pull up to his driveway and state “you have a problem?”. [VICTIM #1] stated he told Christoper “Yeah I have a problem why are you speeding”, [VICTIM #1] said Christoper revved his motorcycle as loud as he could with the clutch in while standing next to him. [VICTIM #1] then admitted to making a gesture as if to kick the motorcyclist, out of fear of Christopher running him over. [VICTIM #1] denied making physical contact by kicking him or throwing any objects. He stated that Christopher then took off almost “hitting him” then drove down the street. [VICTIM #1] stated Christopher was actively taunting him while driving down the street by revving the engine up the street while flipping him off with his middle finger. [VICTIM #1] stated Christopher turned around then made a statement to [VICTIM #1]’s daughter which was recorded on video footage showing Christopher yelling “hey is that your fu*king guy”.

I then spoke with [WITNESS #1] who explained that he was in his driveway across the street when the altercation took place after hearing the commotion of Christopher driving up and down the road with a loud exhaust. [WITNESS #1] explained he heard Christopher asked what the deal was. He then stated that [VICTIM #1] was “grabbing his dog or leaning in, but something definitely happened” but was unable to see. He then stated that the bike took off and was going back and forth down the street 3 or 4 times revving the engine up.

I then spoke with [WITNESS #2] who explained that the kid on the white bike with no plates described as Christopher had been revving the bike up and down the street periodically throughout the last few weeks. He explained during this incident that he just got home from the airport, and he could hear Christopher on the bike coming up and down the street. [WITNESS #2] then explained he made eye contact with Christopher while he was driving by, and he could hear him going around the neighborhood taking laps. He also explained he moved down the street towards [VICTIM #1]’s house, and could hear [VICTIM #1] talking to Christopher asking him why he’s riding around the neighborhood “revving it like that”. [WITNESS #2] stated he couldn’t make it all out on what was said in the conversation, but he heard Christopher yelling “something like F you”. He then said the bike revved up the engine while stationary next to [VICTIM #1]. [WITNESS #2] stated the motorcycle wasn’t going fast but was revving up the engine passing the speed bumps. [WITNESS #2] saw that [VICTIM #1] then ran towards Christopher while Christopher was flipping him off and revving the engine up. The commotion then caused [WITNESS #2]’s kids to come outside from the house. I then asked [WITNESS #2] if he saw [VICTIM #1] throwing a rock at Christopher, which he explained he did not.

Based on the information gathered, it was determined that Christopher’s actions had caused a significant disturbance in the neighborhood, prompting multiple residents to come outside and express concerns. After hearing the victim’s testimony, it was decided to charge Christopher with disorderly conduct under subsection (S) due to the repeated disturbances and the impact on the neighborhood.

Christopher was placed into custody and transported to Henry county jail. [VICTIM #1] was not charged, as there was insufficient evidence to support the Christopher’s claims of assault or rock-throwing.
